The International Energy Agency
The International Energy Agency (IEA). is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy.
THE POSITION
The IEA is recruiting a dynamic and visionary new Director to provide leadership and strategic direction to the Directorate of Sustainability, Technology and Outlooks (STO).
The selected candidate will be responsible for planning and co-ordinating the IEA work on energy modelling, sustainability, encompassing energy technology policy and energy-related climate change policy, including carbon capture and storage (CCS). The Directorate is responsible for major analytical reports including long-term scenarios, technology roadmaps and other high-level publications including the World Energy Outlook report. The Director of STO is a member of the IEA’s top management team, working under the guidance of the Executive Director. In this capacity, s/he shares responsibility for the effectiveness and smooth overall running of the IEA and contributes to the advancement of the Strategic Orientations of the OECD Secretary-General in the area of energy.
Main Responsibilities
Leadership
- Provide strategic direction and leadership for the IEA’s work on sustainable energy policy and technology, including energy-related climate change policy, energy technology policy and guidance for the Agency’s long-term scenarios; helping to advance the Strategic Orientations of the OECD Secretary-General in this sector.
- Supervise the IEA’s work on policies to promote the development and deployment of clean energy technologies, ensuring its alignment with the objectives and priorities of the IEA and its member countries.
- Identify and respond to emerging challenges, including changes in the international policy framework and development in the markets of low-carbon energy technology. Develop and implement actions and strategies through which the Directorate can assist member and non-member countries to respond to these challenges.
- Exercise critical oversight of the analytical and policy content of Directorate reports and programme proposals ensuring that they make an effective contribution to the policy process (national and international) and that they are consistent with the Agency’s overall strategy and messages. Assess the needs of member countries and take into account their political sensitivities in delivering the Directorate’s programme of work.
- Ensure that the Directorate’s work continues to meet the highest standards of quality and objectivity so that its policy recommendations, messages and analysis provide a basis for global energy discussions and dialogue in member and non-member countries, other international organisations, the energy industry and policy-making communities in government and civil society.
Representation and Liaison
- Work closely with, and represent the Secretariat at senior level with member governments of the Agency, both bilaterally and multilaterally, with other international institutions in the energy field, with the private sector and with representatives of civil society.
- Actively work to support IEA efforts to promote international dialogue and reinforce synergies with key partners.
- Promote information-sharing on energy technology and policy, climate change policy. Co-operate with the OECD and other international organisations such as the United Nations and its COP processes, the Clean Energy Ministerial and the G20.
- Ensure co-operation and communication within STO and with other Directorates and Offices of the Agency on issues of sustainable energy policy and technology. Ensure efficient co-ordination between work on technology policy and engagement with non-member countries at an overall level.
Management and Co-ordination
- As a member of the IEA’s senior management team, maintain and extend the position of the IEA as the leading player in data collection, analysis and policy dialogue and the identification of evidence-based policy actions to meet global energy challenges.
- Lead, manage and motivate a large multi-disciplinary team with multiple divisions (each consisting of a mix of analysts, statisticians and support) with an increasing focus for cross-cutting horizontal work. Promote high performance and professional satisfaction through sound recruitment, effective management of work and performance-based assessment, while maintaining open communication and a positive working atmosphere.
- Actively participate in the development and execution of the Programme of Work, and supervise a budget of around EUR 10 million.
- Mobilise and secure voluntary funding to supplement the core budget and support specific areas of work in the directorate as needed.
- Lead the Secretariat for the Committee on Energy Research and Technology (CERT) and ensure the functioning of the IEA Technology Network, including the International Low-carbon Energy Technology Platform, in such a way that these activities contribute to the overarching goals of the Agency.
- Adhere to and promote the highest professional standards and the ethical principles of the OECD’s Code of Conduct in all internal and external matters. Ensure a caring environment where managers promote, respect and support staff in developing their full potential.
Ideal Candidate Profile
Academic and professional Background
- Advanced university degree(s) in relevant disciplines, such as international relations, economics, political sciences, energy policy, science, engineering or economics.
- At least fifteen years’ experience of formulating and implementing international energy policy, including direct experience of energy policy work in a national government administration with broad international and intergovernmental experience, is necessary. Direct commercial experience in the energy sector, provided this has included broad policy-making responsibilities and extensive interaction with governments, involving close understanding of government policy-making processes, may be considered.
- Very Good knowledge of the energy system, major technologies and government energy policy-making and regulation, based on relevant academic qualifications and work experience, supported by broad awareness of economic, environmental, international and climate change issues.
- Excellent knowledge of the role of energy technologies, across both the demand side and supply side of the energy system, is of particular importance to keep up the current leadership of the Agency in this area. S/he should have an established profile as a contributor to the international debate in energy sustainability.
- Proven record of conducting relations at senior level and within a political decision-making environment. Well-established contacts with key players and stakeholders in the relevant international communities.
Languages
- Fluent in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
- Knowledge of other languages would be an asset.

Contract Duration
- Two year fixed term appointment, with the possibility of renewal.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
What the OECD offers
- Monthly base salary starting from 13 781 plus allowances, based on eligibility, exempt of French income tax.
- Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
Process
All applications are screened based on the criteria for the position. For candidates who are screened-in, written tests and/or video-recorded interviews are foreseen early December and panel interviews are planned for mid-February 2023. A leadership assessment will also be requested by candidates in the final selection stage.
