ORGANIZATIONAL CONTEXT
WFP Chad Country Office is implementing Cash-Based Tranfer (CBT) as modality in many of its ongoing activities: General Food Distribution, School Meal, Food Assistance for Asset, Nutrition. The country Office is using i) paper voucher (very small component of the CBT operation); ii) immediate cash and, iii) Electronic Voucher (hybrid system, as the beneficiaries do not receive their entitlement on electronic devices). SCOPE is also used as beneficiary management and transfer platform.
During the last 2 years, the Country Office increased the CBT component in its operation, reaching more than 45%of the total beneficiaries assisted. The monthly distribution can reach USD 2 million depending on the period and a total of 22 million has been distributed in 2017 for more than 766,000 beneficiaries.
JOB PURPOSE
WFP Chad Country Office is seeking to fill the position of Consultant – Programme (Cash Based Transfer) to based in Ndjamena, Chad for an initial period of six (6) months.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Programme Policy Officer, and the general supervision of the Head of Programme, the Consultant – Programme (Cash-Based Transfer) will be responsible of following duties:
- Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance;
- Contribute to the preparation of accurate and timely reports on programmes and activities that enable informed decision making and consistency of information presented to stakeholders;
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery;
- Coordinate the overall CBT programme in Chad Country Office and undertake actions that improve effectiveness and efficiency of Cash based interventions;
- Provide formal trainings and capacity building to staff and partners in management and monitoring CBT activities;
- Undertake support missions to sub Offices to ensure proper implementation of the activities;
- Coordinate the involvement of different Units in CBT activities based on the business process Model (BPM);
- Review proposals and budgets submitted by Partners for quality and consistency;
- Participate in Cash Working Group at national level and other relevant meetings and coordinate the internal Cash Working Group;
- Develop and sustain liaison with other actors engaged in planning and implementing CBT activities in Chad (including government authorities, NGOs, and UN agencies);
- Identify potential CBT projects and partners, and provide assistance in developing partnerships and in planning, formulating, and targeting CBT activities;
- Elaborate and disseminate appropriate tools for CBT activities implementation;
- Suggest and coordinate implementation of appropriate modality for CBT operation;
- Coordinate SCOPE introduction in CBT operations in Chad CO;
- Monitor the status of operational, planned and ongoing projects;
- Coordinate the management of fund affected to CBT activities with Resource Management and Donor Relation Units;
- Provide inputs for evaluation and audits missions;
- Participate in field visits with Donors to contribute in fund raising;
- Performing other related duties as required.
STANDARD MINIMUM QUALIFICATIONS
University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Experience:
A minimum of 3 years of experience in Cash Based Transfer and experience in public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food assistance or commercial transactions.
Language:
` Proficiency (level C) of both French and English.
Competencies:

- Proficiency in Windows, MS Office (Word, Excel, Powerpoint, Outlook), data management.
