JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Regional Officer for the USAID-funded Country Health Information System and Data Use (CHISU) global cooperative agreement in Niger. The Regional Officer will be responsible for leading all CHISU-related activities in the designated geographical region under the direction of CHISU’s Resident Advisor. These activities include the strengthening of the health information system, enhancing the capacity of regional health staff to use the national health information system, and improving the analysis and use of routine health data, particularly maternal and child health (MCH) and family planning (FP) data in the designated region/s.

CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.

The IT Advisor will be responsible for leading all CHISU-related data analysis and analytics activities under the direction of CHISU’s Resident Advisor in Niger. He/She will be responsible for strengthening the ability of country HIS teams to achieve the goal of HIS generating actionable high-quality data that meets or exceeds user requirements. The IT Advisor will guide gap analysis activities leading to an HIS Architecture and development of interoperability solutions for meaningful exchange of data between systems.

These activities include enhancing the capacity of the Government of Niger staff to enable full and sustainable utilization of the routine health information system platform managed through DHIS2, and increasing availability and interoperability of quality health data by supporting the directorates at the central (specifically the Directorate of Statistics) and Regional and Health District levels of the Ministry of Health (MOH).

This is a full-time position based in Niamey, Niger.

 

Responsibilities :

The IT Specialist will assist with the following tasks :

  • Strengthen governance and enabling environment of host-country health information systems ;
  • Increase availability and interoperability of quality health data and information systems ;
  • Support the deployment and scale up of country HIS applications or modules to increase their programmatic scope and oversee the required documentation and training activities ;
  • Provide country-level support for HIS strengthening focused on business process integration and standardization, gathering user insights for the adoption of technologies, and driving user-centric technology implementation ;
  • Ensure appropriate measures are taken to ensure supported IT service uptime of 99% ;
  • Ensure appropriate measures are taken to ensure serveur and service monitoring to avoid, track and mitigate impact of unauthorized intrusion or access to managed systems ;
  • Ensure security SOPs and  audit are regularly applied on CHISU’s IT network and infrastructures ;
  • Engage with country-level stakeholders on HIS interoperability in order to assist with the integration process ;
  • Lead development of context-relevant project approaches for contributing towards the strengthening of capacity to use innovative data science to derive complex analyses and useful visualizations to facilitate decision-making ;
  • Guide the selection and application of appropriate HIS interoperability readiness tools and other global health goods to assist countries to track achievement of their national and regional HIS integration and data exchange goals ;
  • Facilitate the transfer of skills in implementing HIS tools, software development, and indicator selection to local partners for long term HIS sustainability ;
  • Integrate approaches towards gender, data security, monitoring, evaluation & learning (MEL), and change management in all activities ;
  • Assist the DS in conducting meetings with partners on all matters related to ICT and HIS architecture ;
  • Work with the data analyst and central directorates (DS, MCH, General Secretariat, MoH Cabinet, NMCP, NTCP, NACP, Nutrition, Immunization) to develop specific dashboards ;
  • Strengthen collection, analysis, and use of routine health data for decision  making by supporting the Ministry of Health in the data selection, collection, and processing of routine health information ;
  • Improve capacity at the central level to collect data from multiple sources and prepare it for analysis ;
  • Facilitate access to data that can improve its analysis leading to disaggregation by sex and other indicators, generation of insights to improve service delivery and coverage, and possibly development of a full analytics resource that can benefit all health programs ;
  • With the support of a Data Analyst, assist the MOH in implementing a standardized measurement of the quality of data routinely collected by programs in the national HMIS ;
  • Promote gender equity in program implementation.

 

Qualifications :

  • A Master’s degree in health informatics, information systems, computer science or other relevant health- or technology-related areas is required ;
  • A minimum of two years of experience in the management of health information systems in a developing country is required ;
  • Understanding of the Niger national HMIS (DHIS2), event-based disease surveillance, and data collection at the community level ;
  • Previous work with the Ministry of Health, the National Institute of Statistics, regional, and sub-regional levels ;
  • Knowledge of advanced principles, theories, techniques, and methods of digital development and software design, analysis, and implementation is required ;
  • Familiarity with advanced principles, theories, techniques, and methods of data quality assurance and promotion of data demand and use of data for decision making ;
  • Familiarity and good knowledge of virtualization tools (Docker, Lima, Kubernetes) ;
  • Knowledge and experience of advanced data analytics methods and tools ;
  • Familiarity with one or more of: DHIS2, OpenMRS, ODK, GIS platforms, OpenELIS, OpenLMIS, iRHIS etc. ;
  • Familiarity on development on multiple Operating System (OS) like: Linux, Window and Android/iOS ;
  • Ability to engage key stakeholders, manage expectations, as well as plan and coordinate tasks and deliverables ;
  • Experience in providing training, coaching, and mentoring with success in enhancing the capacity of government staff ;
  • Excellent writing skills and ability to synthesize information into a coherent report ;
  • Excellent interpersonal skills including the ability to work closely and in an integrated manner with a multidisciplinary team ;
  • Ability to take initiative to produce expected results ;
  • Strong leadership skills to work autonomously and with limited direct supervision in the management of day-to-day activities ;
  • Native/Fluent French and practical knowledge of English required.
