PROGRAMME OFFICER

Individual Long-Term Consultant Position

  1. The African Development Bank (the Bank) invites eligible consultants to indicate their Interest in providing services under the Sustainable Energy Fund for Africa (SEFA) Africa Mini-grid Acceleration Programme (AMAP) to support the Bank and its clients as the lead Programme Officer for AMAP ;
  1. SEFA is a multi-donor Special Fund managed by the Bank, with the mandate of unlocking private sector investments through technical assistance and concessional investments along three themes, namely Green Baseload (GBL), Green Mini-grids (GMG) and Energy Efficiency (EE). The Fund’s overarching goal is to contribute to universal access to affordable, reliable, sustainable, and modern energy services for all in Africa, in line with the New Deal on Energy for Africa and Sustainable Development Goal 7. SEFA is housed in the Renewable Energy and Energy Efficiency Department (PERN) under the Power, Energy, Climate, and Green Growth (PEVP) complex ;
  1. The Africa Mini-Grid Acceleration Programme (AMAP) is a pan-African technical assistance (TA) initiative to expand private mini-grid investment on the African continent implemented by the African Development Bank (the Bank) and funded by its Sustainable Energy Fund for Africa (SEFA) ;
  1. Within the Department of Renewable Energy and Energy Efficiency and under the supervision of the Manager of PERN/PENP1, the Programme Officer will be a member of the SEFA Technical Unit ;
  1. The Programme Officer will be the lead responsible for the continued operationalisation and implementation of the AMAP Programme, engaging with key government, donor, and private sector stakeholders to design, and implement a catalytic enabling environment TA programme, which provides impactful TA packages to beneficiary countries and ultimately leads to the development of bankable mini-grid pipelines. Further, the Programme Officer will support Bank experts in the design, appraisal, management, and/or implementation of selected SEFA mini-grid initiatives. Key responsibilities include: (i) serving as a point of contact, liaising and coordinating with government counterparts, donors, development finance institutions and private sector investors to agree support to be delivered in beneficiary countries; (ii) designing the support packages to be delivered in country; (iii) leading the design, development, appraisal and implementation of funding programmes for beneficiary countries following AMAP support, (iv) designing, appraising, implementing, and managing other SEFA mini-grid initiatives at regional, national, or sub-national scales ;
  1. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The duration of services is 12 months, and the estimated starting date is August 2022 ;

A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria:
