(One-Envelope Bidding Process)

1. The Kingdom of Lesotho has received financing from the African Development Fund (ADF) [hereinafter called “the Bank”] toward the cost of the Lowlands Rural Water Supply and Sanitation, and intends to apply part of the proceeds toward payments under the contracts for Construction of Sanitation Facilities for Vulnerable Households (including schools & clinic) in Motanasela (Lot 1) and Tebe-Tebe (Lot 2) Community Councils upstream of Metolong Dam. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing ;
2. The Ministry of Water (Commission of Water) now invites sealed Bids from eligible Bidders for Construction of Sanitation Facilities for Vulnerable Households (including schools & clinic) in Motanasela (Lot 1) and Tebe-Tebe (Lot 2) Community Councils upstream of Metolong Dam ;

3. Bidders may bid for one or two contracts (lots), as applicable and as further defined in the bidding document. Bidders wishing to offer discounts in case they Section X – Contract Forms are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid ;

4. Bidding will be conducted through the Open Competitive Bidding (National), OCBN procedures as specified in the Bank’s Procurement Framework – November 2018, and is open to all eligible Bidders as defined in the Procurement ;

5. Interested eligible Bidders may obtain further information from Lowlands Rural Water Supply & Sanitation Project, 1^st Floor Red Cross Society Building, 23 Mabile Road, Old Europa, Maseru. Attention : Mr. Lijane Nthunya (Procurement Specialist) email : lnthunya@gmail.com cc: tsasanet@yahoo.com and inspect the bidding document during office hours 8h00 to 16h30 at the address given below ;

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 00. The method of payment will be Account No.: 0101403715016, Customer Name : Lesotho Government Bank :

Central Bank of Lesotho, Reference: IFB No.: AfDB/LRWSSP/W01A. The document will be sent by hand.

7. Bids must be delivered to the address below on or before 10h00 June 29, 2022. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10h15 June 29, 2022 ;

8. All Bids must be accompanied by a Bid-Securing Declaration ;

10. Bidders must be aware that there will be a Pre-bid meeting held at Department of Rural Water Supply Board Room on June 15, 2022 at 10h00 at the Department of Rural Water Supply (DRWS) Office, Resource Centre, Next to Appropriate Technology Services (ATS), Khubetsoana, Off Main North 1 Road Maseru, Lesotho ; 

11. Bidders must ensure that the packages containing their submissions are properly labelled as follows : “ Construction of Sanitation Facilities for Vulnerable Households upstream of Metolong Dam (IFB No: AfDB/LRWSSP/W01A) ”.
