DEVELOPMENT OF THE AFRICAN DEVELOPMENT BANK (AfDB) GROUP NATURAL RESOURCES MANAGEMENT AND INVESTMENT STRATEGY (NARMIS) FOR 2023 – 2027

1. The African Natural Resources Management and Investment Centre of the African Development Bank hereby invites single firms and consortia of firms to express their interest in the following assignment : Consulting Services for the “Development of the AfDB Group’s Natural Resources Management and Investment Strategy for 2023-2027.” ;

2. The services to be provided under the assignment include :

• Research and analysis on natural resources management and investment in Africa (trends, status, related regional and global landscape, challenges and opportunities, etc.) ;
• Analysis of selected key AfDB strategic documents, relevant continental/regional policy agenda to ensure operational alignment ;
• Analysis of lessons learnt from the implementation of the Centre’s previous strategy (2015-2020) and approaches of other Multilateral Development Banks (MDBs) and development agencies to natural resources in Africa, to inform the strategy design ;
• Consultations with selected internal and external stakeholders with the view to identifying their needs and expectations of the Bank’s interventions, synergies, and complementarities in the natural resources sectors ;
• Based on the findings from the above analysis, review, and consultations, draft the new natural resources management and investment strategy (2023-2027) to guide the AfDB’s interventions in the natural resources sectors.

Under the oversight of the African Natural Resources Management and Investment Centre, the new strategy will be developed in 2022, to be implemented from Q1 2023 until 2027.

3. The African Natural Resources Management and Investment Centre (hereafter “the Centre”) invites consulting firms to indicate their interest in providing the above-described services. Interested eligible consulting firms or consortia of consulting firms shall provide information on their qualifications and experience demonstrating their ability to undertake the assignment (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.) ;

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the AfDB’s Procurement Policy for Recruitment of Corporate Consultants. Please note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include the consultant in the shortlist ;

5. The estimated duration of the Consulting Services is 6 calendar months and the estimated starting date is in June 2022. ESTABLISHMENT OF THE SHORT LIST :

7. A shortlist of six consulting firms will be established at the end of the request of expressions of interest period. The Expressions of Interest (EOIs) received from consulting firms will be evaluated to establish a shortlist based on the below criteria :
