The Government of the Republic of Ghana has received financing from the African Development Bank in the amount UA 40.9 million (US$ 55.6m) towards the cost of the Greater Accra Sustainable Sanitation and Livelihoods Improvement Project (GASSLIP), and it intends to apply part of the agreed amount for this loan to payments under the contract for the Consultancy Services for Engineering Design and Construction Supervision of Engineered Landfill for Greater Accra Metropolitan Area.

The Project aims to increase access to safe and sustainable sanitation to the residents of the Greater Accra Metropolitan Area (GAMA), targeting the urban and peril-urban poor residents. The Project will provide domestic and municipal level sanitation infrastructure, support skills development and livelihood improvements, and enhance the capacity of sanitation service providers and the participating local government authorities to better deliver and manage climate resilient sanitation services within GAMA.

The overall objective of the Project is to improve the socio-economic well-being and health standards of the urban poor within the Greater Accra Metropolitan Area. The specific objectives are (a) to increase access to improved and sustainable climate resilient sanitation and hygiene with improved livelihoods for the urban poor, and (b) to strengthen public and private sector capacity to better deliver and manage sanitation infrastructure and services.

  1. Objectives :

The main objectives of the consulting services are to prepare Feasibility/ Concept Designs and Detailed-Engineering Design of Material Recovery Facilities (MRF) Center, Modern Engineered Landfill and provide construction supervision of the project.

Specific objectives (Design Phase) :

  1. To review current literature (sample design, design guidelines, procedures, reports, etc.) and legal framework, reforms and policy requirements related to waste processing center and Engineered Landfill designs ;
  2. To conduct all required surveys and investigations including, but not limited to, topographical survey, geo-technical investigation, soil investigation, hydro-geological investigation, meteorological investigation, identification of underground utilities etc. ;
  3. To conduct detailed Engineering Surveys and Designs of various processing facilities like Composting unit with leachate collection system, enclosed inorganic waste recovery center (with autonomous facilities of feeding conveyor, sorting platform, sorting conveyor, reversible belt conveyor, automatic press for compaction/packaging), residue management facilities, access road, internal service road, storm water diversion drainage and other required infrastructures etc.) Including civil, mechanical and electrical components of waste processing based on best international/national practices in identified places within the various spots ;
  4. To conduct detailed Engineering Surveys and Designs of leachate treatment plant facilities for Engineered Landfill for all types of waste for safe disposal ;
  5. To conduct environmental samplings and studies relevant to the waste management facilities and designs ;
  6. To conduct socio-economic survey relevant to the waste management facilities and designs ;
  7. To develop the most cost-effective design concept to address environmental and social impact mitigation requirements ;
  8. To prepare engineering drawings and cost estimation for Material Recovery Facility Center and Sanitary/Engineered Landfill ;
  9. To prepare technical specifications, operating manuals, health and safety plans ;
  10. To prepare Environmental and Social Management Plan.

Specific Objectives (Construction Phase) :

  1. To ensure all construction activities/tasks are carried out timely by all contractors as stated in their contracts ;
  2. To supervise and ensure quality of work, standards and specifications as well as installation of equipment and supply of materials ;
  3. To monitor site layout plan and provide progress report (photos, data, videos, maps, drawings, etc) on field works and construction activities on sites ;
  4. To review the performance of the contractors and make recommendations to the Client for consideration ;
  5. To provide prompt solutions to address field/sites challenges/issues and address related performance of the Contractors, MMDAs, Communities, Concern Groups, other interested Parties/Stakeholders ;
  6. To make a presentation on monthly or quarterly progress of work on construction activities of the assignment.

Specific Objectives (Post Construction Phase)

  1. To monitor, evaluate and submit full report capturing all post construction phase activities of the project including resolutions to complains and lessons learnt ;
  2. To prompt and ensure that all contractors have completed various tasks/corrections during the defect liability period including submission of final report (end of project report) to GASSLIP/MSWR/AfDB for approval ;
  3. To prepare Monitoring Plan with Institutional Model for Operation, Maintenance and Monitoring.

The Ministry of Sanitation and Water Resources now invites eligible consultimg firms (Consultants) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “procurement Policy framework dated October 2015” which is available on the Bank’s website at http://www.afdb.org
