• The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Expert – Renewable Energy Policy and Strategy Development and Energy Planning ;  

• The objective will be to provide consulting services in the area of Renewable Energy Policy and Strategy Development and Energy Planning. 

The consultant duties will include the following, Reporting to the IDU Head, the Consultant will : 

• Support the data collection phase for energy accessibility and the share of renewable energy in the energy consumption of countries and sub-regions ;
• Analyze and review existing energy policies, strategies and plans for the deployment of renewable energy in the different African sub-regions in close collaboration with sub-regional institutions ;
• Contribute to the preparation of training and awareness programs and materials for different stakeholders on policy, regulatory and incentive frameworks ;
• Support the development and harmonization of regional and national policies, strategies and incentive frameworks for the promotion of renewable energy ;
• Support African countries and regions to include renewables in their energy planning ;
• Actively participate in technical discussions and platforms on setting policy, regulatory and incentive frameworks to attract investment in the sector ;
• Database on access to energy and the share of renewable energies in the energy balances of African countries and sub-regions ;
• Analyses of Policy & Regulatory frameworks as well as other strategies and plans ;
• Reports of the various meetings (technical platforms) relating to the implementation of policy, regulatory and incentive frameworks ;
• Any other additional tasks requested by the IDU Head.

Required skills and qualifications :  

• Master in Energy, Economics, International Relations, Social Sciences, with a strong focus on renewable energies ;
• At least 10 years of work experience in energy sector particularly in the renewable energy including at least 5 years of experience in energy policy development and planning ;
• Experience in renewable energy sector in Africa ;
• Very good interpersonal skills, communication and analysis on the technical aspects of energy solutions (network and / or decentralized applications) ;
• Fluent in French and English, knowledge of additional language(s) will be an asset ;
• The AREI Independent Delivery Unit (IDU) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.). 

The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. 

• The duration of services is six (06) months, and the estimated starting date is 01 June 2022 ;
• Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 08:00 to 17:00 hours, Abidjan Local Time.
