REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRM SELECTION)

Lot 2: Consultancy services to develop an overarching legislation for a non-tax revenue (NTR) mobilisation and management – AFDB/MOF/SIC/DRM/EMP/CS/CQS/2021/02

The Government of the Republic of Ghana, through the Ministry of Finance, has received financing from the African Development Fund in the amount UA 5.3 million (US$7.26 million) towards the cost of the ‘Strengthening Institutional Capacity for Domestic Resource Mobilization and Economic Management Project’ and intends to apply part of the amount for this funding to cover the costs of :

The services included under this project :

Lot 1: Consultancy services to develop an overarching legislation for non-tax revenue mobilisation and management : 

Review existing legislative framework governing NTR/IGF and determine what new approaches or amendments are required to the legislative framework to facilitate the achievement of the overall goals of NTR/IGF mobilisation and management; review similar legislations from other jurisdiction and include relevant provisions; consolidate all scattered/fragmented provisions relating to NTR/IGF into an Overarching NTR Legislation (Bill); and organise sensitization workshops for NTPU and MDA staff on the provisions of the Act.

Lot 2: Consultancy services for the development of a non-tax revenue strategic framework :

Conduct an assessment of existing strategies and their status of implementation to determine what changes need to be made under the new strategic framework; review the NTR aspect of a medium term domestic revenue policy and strategy, which is expected to be completed by April, 2022; and conduct an assessment of existing legislative framework governing NTR/IGF and determine what new approaches or amendments are required to the legislative framework to facilitate the achievement of the overall goals of NTR/IGF mobilisation and management

The above lots are distinct contracts. Consultants may express interest in one (1) or more depending on their qualification and competencies.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015, which is available on the Bank’s website at http://www.afdb.org.

The Ministry of Finance now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Submission of Expression of Interest :

Expression of Interest in English (One original, three (3) copies and 1 soft copy), must be delivered to the address below in written form clearly marked STRENGTHENING INSTITUTIONAL CAPACITY FOR DOMESTIC RESOURCE MOBILISATION AND ECONOMIC MANAGEMENT PROJECT : (Indicate the Lot and the description of the assignment) by 4.00 PM GMT on the Friday, 29^th April, 2022.
