Consultancy Services for Preparation of Detailed Designs and Tender Documents for the Irrigation, Drainage and Greenhouses in Cabinda Province

  1. The Government of Angola has received Financing from the African Development Bank towards the cost of the Cabinda Province Agriculture Value Chains Development Project and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for Prepare of Detailed Designs and Tender Documents for the Irrigation, Drainage and Greenhouses in Cabinda Province ;
  1. The Consultant services to be carried out under this assignment includes the preparation of Detailed Irrigation Designs, Drawings, Cost Estimates and Bidding Documents for the construction of the irrigation infrastructures in Cabinda Province ;
  1. The project intends to develop at least 500ha of irrigation under centre pivots, while improvement of irrigation and drainage on another 500 ha of land in the 4 municipalities of Cabinda, Cacongo, Buco Zau and Belize. The irrigation systems vary depending on the crop to be irrigated and source of water. Most of the schemes will be gravity schemes (irrigation or drainage), while pumped schemes will be expected for pivot systems. Demonstration greenhouses will be installed in all the 4 municipalities (Cabinda, Cacongo, Buco-Zau and Belize) to ensure vegetable/horticulture production throughout the year ;
  1. The duration of the assignment is expected to be 5 months ;
  1. The Ministry of Agriculture and Fisheries now invites eligible (Firms) consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification ;
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that submission of Expression of Interest by a consultant does not imply any obligation on the part of the Ministry of Agriculture and Fisheries to include him/her in the final shortlist ;
