RECRUITMENT OF A CONSULTING FIRM TO STRENGTHEN THE INDUSTRIAL AND COMMERCIAL SECTOR MONITORING AND EVALUATION TOOLS FOR THE MINISTRY OF INDUSTRY AND COMMERCE OF ANGOLA

The Government of Angola (GoA) has received a loan from the African Development Bank (AfDB) towards the cost of the Institutional Capacity Building for Private Sector Development Project (ICBPSD) and intends to apply part of the agreed amount for this loan to payments under the contract for the recruitment of a consulting firm to Strengthen the Industry and Trade Monitoring and Evaluation Tools for the Ministry of Industry and Trade (MINDCOM) of Angola.
The key objective of this consultancy is to develop a results measurement framework for MINDCOM and to strengthen MINDCOM’s M&E capacity for its implementation through :
Benchmarking and objective setting; (ii) Capacity needs assessment and training plan (especially in statistics and M&E); (iii) Statistical and M&E process mapping and streamlining; (iv) Drafting a procedures manual. The key activities to be carried out are : (1) In depth assessment of current industry and trade M&E framework/system/tools and capacity gaps; (2) Benchmarking and KPI setting for industrial development and trade integration; (3) Process mapping and process design for data collection, processing and dissemination at MINDCOM; (4) Support MINDCOM in data collection and analysis to develop industrial and trade statistics; (5) Design an M&E procedures manual; (6) Capacity needs assessment and training plan design and delivery for relevant MINDCOM staff and partners regarding M&E activities.
The Ministry of Economy and Planning now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 and revised in July 2012, which is available on the Bank’s website at http://www.afdb.org.
