Request for Expression of Interest (REOI)

INDIVIDUAL JUNIOR CONSULTANT

  1. Introduction :

The main objective of the Junior Consultant’s assignment is to support the teams in the Agriculture Research, Production and Sustainability (AHAI.2) Division. He/she will specifically provide support to operations related to the Technologies for African Agriculture Transformation (TAAT) and Digital Solutions for African Agriculture, among other AHAI flagships. The Consultant will be expected to prepare an action plan for the development of roadmaps for seed systems as committed to by seventeen (17) regional member countries (RMCs), support portfolio design and management in the delivery of Department’s programs and projects. He/she will support a resource mobilization drive for in-country programs/projects.

  1. The services to be provided under the Assignment include :

The Junior Consultant will support the Agriculture and Agro-industry department (AHAI) to :

  • Support AHAI in the implementation of its key Flagships, including but not limited to: Technologies for African Agriculture Transformation (TAAT) and Digital Solutions for African Agriculture, through improving the design of the concept and assisting the Bank’s RMCs to develop the roadmaps for their seed systems under the above-mentioned flagships as need be. This activity will be carried out in close collaboration with the Commodity Compacts ;
  • The consultant will support the implementation of TAAT by reviewing the various procurement document, reports, and Summary of Expenditures (SOEs). He/she will monitor and provide reports on the Special Emergency Assistance Fund (SEAF) for the 16 beneficiary countries and continue his support to the DigitalAg flagship program ;
  • Additionally, he will support lending programs at various cycles and will provide inputs to PCNs and PARS ;
  • Organize consultation and sensitization sessions within and outside the Bank to further improve the tracking system. He will migrate the hosting of TBTS to Microsoft Azure which is the fastest growing cloud computing platform globally which will enable us to access and manage cloud services and resources provided by Microsoft ;
  • Support the delivery of lending projects from identification, preparation, appraisal and launching; leading to project effectiveness to mainstream nutrition, technology transfer, employment and addressing policy bottlenecks ;
  • Support the activities related to resource mobilization including project proposal writing and review for Trust Funds ;
  • Support the Department and Division in organizing meetings and workshops regarding resource mobilization through concept notes as well as identifying viable partners and logistics support ;
  • Support the economic and sector work (ESW) and studies of the Department, leading to pipeline build-up ;
  • Undertake any other assignment as determined by AHAI management in conjunction with AHAI.2 Task Managers, to assist with PowerPoint presentations, preparing brief and background papers.
  1. The Agriculture Research, Production and Sustainability (AHAI.2) Division invites junior consultants to indicate their interest in providing the above-described services. Interested consultants shall provide the following information: (i) documents; and (ii) Curriculum Vitae (see Model CV below) with reference to similar services, experience in similar assignments, etc. on their qualifications and experience demonstrating their ability to undertake this Assignment. Candidates must preferably have i) a master’s degree or equivalent in Agricultural science, Agricultural Economics, Development Economics, or a related field and ii) at least 2 years and a maximum of 4 years of relevant work experience (including professional internships) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, approved by the Bank’s Boards on 14 October 2015, and available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Firm does not imply any obligation on the part of the Grant Recipient to include it in the shortlist.

The following criteria shall be utilized :

  • General qualifications and adequacy for the proposed Assignment        :           30%
  • Similar experience in the area of expertise of the Assignment as described in the Terms of Reference (and understanding of the Terms of Reference

  • Knowledge of the Region (environment of the Assignment) if the Consultant will undertake the Assignment in a Member Country                       :                05%

  1. The estimated duration of services is six (6), months, and the estimated starting date is 1 March 2022. The Consultant is expected to be based at the Bank’s Headquarters in Abidjan, Cote d’Ivoire for the duration of the contract if the situation of the COVID-19 Otherwise, the Consultant can work from his/her present location ;
