Title of Assignment : Consultancy Services for a Communication Officer

Brief description of the Assignment : Launched in 2017, the African Long-Term Finance initiative (ALTF) is a joint Initiative of the African Development Bank (AfDB), the Making Finance Work for Africa (MFW4A) Partnership, the Financial Sector Deepening Africa (FSDA) and the German Development Cooperation (BMZ/GIZ). The overarching objective of the ALTF is to boost the intermediation of long-term finance in Africa to close the financing gap for firms, in particular SMEs, as well as for housing and infrastructure projects. The ALTF initiative is accomplished through a two-pronged approach. First, by improving market intelligence on long-term finance (LTF) in Africa through the LTF Database and Scoreboard and second, by carrying out a series of in-country diagnostics providing impetus for effective reforms to deepen long-term finance markets at the national level. Communication plays a critical role in promoting the initiative’s activities, while ensuring appropriate visibility and coverage. A communication and dissemination plan for the ALTF has been set to create awareness on the availability of information relating to Africa’s LTF markets, policy challenges associated with deepening markets for long-term finance among stakeholders and incentivizing knowledge exchange and policy reform and also seek opportunities to mobilize donors to expand the scope and ensure sustainability of the initiative.

Place of assignment : Home-based due to COVID-19 related travel restrictions

Duration of the assignment : 6 months

Tentative Date of commencement : February 1, 2022

Deadline for applications : Expression of Interest must be delivered by January 14, 2022 at 17.00 local time (GMT) and with the subject “EOI ALTF Communication Officer”.

The MFW4A invites Individual Consultants to submit their interest in providing the above-described services by submitting their CVs detailing their qualifications, experiences, a list of references, and a cover letter. Applications should be transmitted in one file only (PDF preferred), with CV no longer than 3 pages and cover letter no longer than 1 page.

Eligibility criteria : To be considered for the shortlist, candidates must meet the minimum requirements below:

• Education : Master’s degree from an accredited institution ;
• Experience : At least 5 years of relevant experience ;
• Willingness to work remotely and travel on demand.

Establishment of the shortlist: A shortlist of Individual Consultants will be established at the end the request of expressions of interest. The Consultants on the shortlist will be judged on the following criteria on the basis of their updated resume and cover letter.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment.
