CONSULTING SERVICES FOR LONG TERM CONSULTANT

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Long-term consultancy under the Urban and Municipal Development Fund (UMDF) ;
  1. The objective of the Long-term consultancy is to support the operationalization and roll-out of the UMDF, and deepen the engagement with AfDB partner cities in terms of knowledge management, technical assistance, project preparation and improved capacities for managing sustainable and resilient urbanization ;
  1. The services to be provided under the Assignment include: The Long-term consultant is expected to provide technical contributions UMDF projects and programs and continue his/her knowledge on sustainable urban development and climate actions for AfDB and UMDF relevant processes and projects. S/he is expected to support and/or facilitate the delivery of technical outputs, knowledge management products and events, and implementation of technical assistance interventions at city-, national, or regional level. Tasks related to the UMDF operationalization are the development and calibration of foundational documents and processes, review and assessment of project proposals and progress reports, partner liaison, and monitoring and evaluation. The Consultant will work primarily but not exclusively on UMDF beneficiary cities and UMDF institutional development. The position will involve subject matter contributions and also administrative and procurement duties, and as the Fund (and role) will evolve over time, so will the roles and responsibilities of the long-term consultant ;
  1. The Infrastructure and Urban Development Department invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, Documents, reference to similar services, experience in similar assignments, experiences with African urban development, Nordic cities, and climate change etc). The Consultant will be a key member of the UMDF Secretariat and wider Urban Development Team and it is expected that s/he will be based in Abidjan, Cote d’Ivoire, as soon as the Bank deems it safe ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The estimated duration of services is 12 months, with the option of renewal upon satisfactory performance and availability of funds. The estimated starting date is Q1 2022 ;

  1. Expressions of interest must be sent by E-Mail, preferably in PDF, to the address below no later than Friday 21 January 2022 at 23:59 hours Abidjan local time (UTC). Please mention “Expression of Interest for Long-term consultancy under the Urban and Municipal Development Fund (UMDF).

ESTABLISHMENT OF THE SHORT LIST :

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume. This position is supported by the Nordic Development Fund, familiarity with and knowledge about ‘Nordic’ sustainable urban development experiences and the ability to transfer such knowledge for the benefit of African cities is sought and will be considered an advantage :
1. Educational background compared to the mission20%
