REQUEST FOR EXPRESSIONS OF INTEREST

 

 

 

  1. The Independent Development Evaluation function (IDEV) of the African Development Bank Group (AfDB or the Bank) hereby invites Consulting Firms to indicate their interest in the following assignment: Consultancy services for a mid-term evaluation of the Jobs for Youth in Africa (JfYA) Strategy 2016-2025, henceforth “the assignment.”
  1. The assignment will assess and report on the following :
  • the continued relevance and validity of the theory of change and planning assumptions given contextual changes and shifts over the past five years ;
  • the coherence, effectiveness, efficiency and sustainability of achieved results at mid-term and probability of achieving intended results in the remaining period ;
  • the enabling and hindering factors to achievement of expected outcomes; and
  • lessons and actionable recommendations on areas of improvements, mid-course correction, if necessary, and/or new opportunities to be explored over the remaining course of the strategy.
  1. This mid-term evaluation will cover the period following the launch of the Strategy i.e., 2017– 2021. The Bank’s JfYA portfolio is currently estimated at 294 projects composed of multi-sectoral projects as well as agriculture, energy/power, and finance sector specific projects. This portfolio has a total value of UA 10.9 billion. Up to 22 of the 294 projects amounting to UA 915 million are directly managed by the JfYA team and the remaining mainstreamed through other Bank’s units. This portfolio is composed of operations in the public (83%) as well as private sectors (17%). It may be noted that 13% of operations are completed, 66% under implementation and the rest at approval stage ;
  1. The services to be provided under the assignment will include the following :
  • Final Approach Paper : Based on initial consultations and document review, the Consultant will revise and finalize the Approach Paper prepared by IDEV. The final paper will outline the evaluation objectives and questions, provide a detailed methodological approach, revised evaluation matrix, data collection plan and tools, management structure and work plan for the entire exercise ;
  • Data collection and analysis. The consultant will implement the Inception Report including the collection of primary and secondary data through document review, interviews and group discussions, online surveys, country and thematic case studies, policy and bench marking reviews. Subsequently, all available data will be triangulated against the approved evaluation matrix to identify the evaluation findings and generate conclusions, lessons and recommendations. Data collection will involve virtual as well as field-based studies subject to the COVID-19 restrictions in the proposed six case study countries (Democratic Republic of Congo, Ivory Coast, Kenya, Madagascar, South Sudan and Tunisia) ;
  • Reporting : In the course of this exercise, the Consultant will produce case study reports, policy and benchmarking reports and a comprehensive technical report that analyses and synthesizes findings and conclusions from all exercises, providing supporting evidence and appropriate explanation of methods used. In addition, the technical report should include recommendations on areas of improvement and or new priorities to be considered, if any. 
  1. IDEV invites Consulting Firms to express their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.) ;
  1. The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The estimated duration of services is 7 (seven) months and expected to start in December 2021 ;
  1. Interested Consulting Firms may obtain further information at the address below during the Bank’s working hours : 9:00 hrs. to 17:00 hrs ;
  1. Expressions of interest must be received at the address below (either electronically by email or hard copy by post) no later than 12 November 2021 at 17:00 hrs. Abidjan time and specifically mentioning “Mid-Term Evaluation of the Jobs for Youth in Africa Strategy.”.
