Title of the Assignment : National Gender Expert to support the preparation of the Country Gender Equality Profile for Ghana

Brief Description of the assignment : Undertake an overall gender assessment of Ghana, culminating into the development of a Country Gender Equality Profile

Period of assignment:

The duration of the assignment is nine (9) weeks for the national consultant (45 days in full-time equivalent); and commencing tentatively in the first week of December 2021. The schedule of execution of the assignment will be adjusted according to the needs of the Bank. The nine weeks in full-time equivalent will tentatively be scattered over a period of 4 calendar months maximum.

EXPRESSION OF INTEREST FOR THE RECRUITMENT OF AN INDIVIDUAL NATIONAL CONSULTANT IN GHANA FOR THE DEPARTMENT OF GENDER, WOMEN AND CIVIL SOCIETY (AHGC)

  1. The African Development Bank (AfDB) invites, through this notice, Individual National Consultants based in Ghana to express their interest as Gender Expert for the updating of the Ghana Country Gender Equality Profile ;
  1. The specific assignment of the consultant will cover the following : 
  • Examine the socio-cultural, economic, political and legal factors that hinder the efforts of gender equality in Ghana ;
  • Assess the institutional capacity of sectoral ministries and other stakeholders to promote gender, equity, equality and the empowerment of women in Ghana. Basically, the institutional assessment will be done where the African Development Bank projects are specifically intending to provide institutional support and capacity building ;
  • Analyze the specific constraints to gender responsive financial inclusion: enabling environment for all entrepreneurs, their access to credit and financial services, etc. ;
  • Evaluate sectoral policies and strategies from a gender perspective and identify good practices and shortcomings ;
  • Collect secondary data regarding gender issues by sector, in particular for infrastructure, private sector, trade, industrialization, agriculture, water, health, education, energy, science and technology ;
  • Up-date existing data on gender gaps and conduct a gender analysis ;
  • Update major needs and concerns with regard to the closing of gender gaps in Ghana and identify the coverage of these by other development partners and the Bank; the gaps in coverage that the African Development Bank could complement; and new areas where the Bank could make a considerable impact and opportunities for programming ;
  • In the context of the COVID 19 pandemic: Assess the socio-economic impacts of the pandemic on women and men, particularly in the productive sectors, informal sector, employment and gender-based violence. recommend actions in response to gender equality and women and girls’ empowerment ;
  • Evaluate the COVID 19 national response strategies in health, education and livelihoods support and recommend actions to respond to the impacts of the pandemic taking into account gender equality and the empowerment of women and girls ;
  • Make recommendations to advance gender equality and the empowerment of women in the economic and social spheres as well their participation in the decision-making process at all levels ;
  • Propose the outline of a priority programme intervention in the field of gender in Ghana; and
  • Conduct a field mission with the technical team and facilitate a half a day national workshop on the preliminary results and findings of the study.
  1. The Gender, Women and Civil Society Department (AHGC) invites Individual National Consultants based in Ghana to apply to provide the services described above. Interested Consultants must provide information on their ability and experience demonstrating that they are qualified for the services (documentation, reference to similar services, experience in comparable assignments, etc.) ;
  2. The eligibility criteria, the shortlisting and the selection procedure will be in accordance with the Rules and Procedures for the Use of Consultants for Projects Financed by the African Development Bank Window, 2008 Edition revised in 2012, which are available on the Bank’s website at : http://www.afdb.org.

It should be noted that the interest shown by an Individual Consultant does not imply any obligation on the part of the Bank to include him on the shortlist .

ESTABLISHMENT OF THE SHORTLIST :

  1. A shortlist of three to six individual Consultants will be drawn up following the call for expressions of interest. Consultants will be evaluated according to the following criteria based on their updated CV.
  • Level of education in general 20% ;
  • Level of education in relation to the theme of the mission 20% ;
  • Level of experience in general 20% ;
  • Relevant experience in relation to the mission 40%.
