TERMS OF REFERENCE

Senior Scriptwriter

Background :

The African Development Bank (“the Bank”) is a premier multilateral development finance institution. Its mission is to contribute to the economic development and social progress of its regional members, mobilize resources for the financing of development projects and promote economic integration on the African continent. The Bank has 54 African member countries and 27 non-regional member countries. It has established cooperation ties with an extensive network of international development partners, and enjoys a very good reputation on the capital markets.

Since its inception in 1964, the Bank Group has committed over US$100 billion to support more than 4000 development projects and programs in Africa. Over the last 10 years, the Bank has grown in size and impact, and modernized its operations to drive efficiency and value for money.

In order to raise awareness about its mandate, seek adherence to its initiatives and increase its accountability to donors, the Bank heavily relies on the production of multimedia and audiovisual material, ranging from full-fledged coverage of high level events to project movie production, light coverage of small events, 3D animation, video interviews, etc.

The Communication and External Relations Department is therefore seeking to recruit a Senior Scriptwriter to write content for stories which highlight the Bank achievements… These scripts are fundamental to the final production and execution of Bank videos and motion design movies.

Scope of work :

The responsibilities of the Senior Scriptwriter will be to support the development and execution of compelling scripts for Bank movies, with the ability to adapt tone and content to the Bank’s wide array of internal and external audiences.

This will include but not be limited to the following :

  • create video scripts based on technical documents (concept notes, reports…) ;
  • provide creative guidelines and ancillary material for the Bank’s videos and animated videos ;
  • bring coherence to scripts and treatment of narration, visual, audio and graphical elements ;
  • in addition to writing scripts, develop concepts and storyboards, based on key messages on the Bank’s achievements, intertwining beneficiary testimonies and narration on Bank’s achievements / messages ;
  • suggest meaningful infographics to support voice over narration and eventually beneficiary testimonies ;
  • create the angle, content, and tone in accordance with Bank’s expectations and target audiences for each video ;
  • repurpose existing videos to specific events or audiences.

Reporting line : The Senior Scriptwriter will report to the Manager, Graphic Design and Multimedia Division, Communication and External Relations Department (PCER).

Contrat duration, timeframe and place of work :

The assignment is for a total period of 132 working days at a maximum, to be used during a calendar year based on ad hoc requests from the Manager, Graphic Design and Multimedia Division (PCER2). The Senior Scriptwriter can work from home with regular contact with his/her supervisor and the team as necessary.

The Bank has established the following grid to evaluate the number of days required by each assignment :

  • Project movie script, based on a five-page technical document, for a 5-minute video: maximum of 3 working days ;
  • Composite movie script, based on 20-page technical documentation, for a 5-minute video : maximum of 5 working days ;
  • Scripts for 30-second and 1-minute promo videos, teasers: maximum of 1 working day.

The above man-days could change depending on the complexity of the video to be produced. For each assignment, the Senior Scriptwriter will need to indicate by writing the number of days required to deliver and get written approval from the Bank when the delivery duration is longer that the indicative timeframes mentioned above.

Invoicing :

In order to reduce small amount payments, the Consultant shall submit invoices of no less than 10 working days, listing all the assignments (date, title and number of days) corresponding to the number of working days mentioned in the invoice.

Qualifications and Experience :

The assignment will be undertaken by an individual consultant who meets the following criteria :

  • Minimum of a Masters’ degree in Video or Film Production, Journalism, Communications, International Relations, or a related field ;
  • National of a Bank member country ;
  • A minimum of 15 years’ experience as a TV Producer, Director, Scriptwriter, with at least five years of professional experience working on high-level developmental economic issues of strategic importance to development institutions ;
  • Experience in the fields of finance, economics, agriculture or human development would be particularly welcome ;
  • Proven capability and experience in crafting high-level documents and written within a development, advancement or university environment ;
  • Excellent interpersonal skills, working experience within multicultural teams and international organizations or companies ;
  • A sound knowledge of Africa and development issues ;
  • Evidence-based experience of working with developmental institutions such as the African Development Bank, the World Bank, the UN Economic Commission for Africa or other similar institutions ;
  • Very strong editorial and communication skills ;
  • Fluency in English and French ;
  • A keen eye toward results-based management ;
  • Ability to solve problems, undertake relevant research and analysis and fact-checking ;
  • Ability to work in a fast-paced environment ;
  • Ability to be a team player and a self-starter with a can-do attitude ;
  • Working experience within multicultural teams and international organizations or companies.

Evaluation process :

A shortlist of three to six individual consultants will be established at the end of the stipulated period of request for expressions of interest. Consultants on the shortlist will be assessed based on the following criteria and their submitted samples :
