REQUEST FOR EXPRESSIONS OF INTEREST (REOI)
JUNIOR OPERATIONS ASSISTANT – CONSULTANT
Expressions of interest are being requested for a Junior Individual Consultant Position
- The African Development Bank Angola Country Office (COAO) has been established to strengthen dialogue between the Bank and the government, development partners, the private sector, and the civil society, in the design of its development policies and programs. The office also seeks to assist the implementation and follow up of projects and programs in Angola with a view to enhancing portfolio quality, identification, promotion of participatory approach, and regional integration. COAO invites applications from qualified candidates to fill in the following vacant position. The posting will be in Luanda, Angola ;
- The incumbent will support the Country Programme Officer on the operational work of the country office in Angola (COAO). He / she will make its contribution to lending and non – loan operations and analytical activities centered on the analysis of data from the system (SAP / SARS). In particular :
MONITORING & DATA ANALYSES :
Collect, provide and process data structured on the operations of the Bank in Angola (sovereign and non- sovereign including regional operations where the Angola is a partner country).
Develop and maintain databases of projects such as arrays of disbursement of the country portfolio and provide members of the COAOCOAO dedicated team the relevant data to prepare monthly, quarterly and annual reports concerning monitoring and implementation of the operational portfolio.
Provide analytical support to operational activities for COAOCOAO, such as country portfolio performance review and knowledge management products.
Regular reporting on the impact of operations in terms of development, relying in particular on indicators from the logical framework matrices of operations and find out the progress of the results of operations of the portfolio compared to the five priorities of the Bank (« High Fives »).
PORTFOLIO MANAGEMENT :
- Support the supervision of Bank’s portfolio by liaising with the relevant Government entities on supervision mission’s programs, follow up of recommendations and archiving of all Aide Memoires ;
- Follow up on status of audit reports (submission as well as review of audit reports and follow-up actions) and replenishment of special accounts (status) ;
- Provide support for the annual Country Portfolio Performance Review including follow-up with EAs on submission of responses on the portfolio questionnaire ;
- Support logistics for the organization of events and missions related to portfolio management and results reporting ;
- Follow-up of the recommendations from supervision missions as well as the annual Country Portfolio Improvement Plan; and
- Act as secretariat to the weekly portfolio meetings, quarterly monitoring exercises and quarterly portfolio meetings with government.
SELECTION CRITERIA :
(Including the skills, knowledge and experience required) :
- Hold a University Degree in economics, finance, statistics, management, engineering, development studies or related fields ;
- Minimum 2 years of relevant experience in a position dealing with similar tasks ;
- Excellent skills of facilitation and multitasking ;
- Good numerical and quantitative skills ;
- Knowledge and understanding of the operations, the planning, the Programme of work, budget preparation and management ;
- Strong proficiency in the use of the Microsoft Office applications such as Word, and Power Point, with fluency in Excel is essential; knowledge of SAP MM, TFMS and PS or similar software is desirable ;
- English with a good knowledge of Portuguese a clear advantage ;
- Good organizational skills and proven ability to manage a variable workload in a team environment, including the ability to meet deadlines.
A portfolio project management experience particularly monitoring, and evaluation will be an asset.
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the engagement of Junior Consultants. DURATION OF THE ASSIGNMENT :
The assignment will be for six (6) months with possibility of renewal, subject to satisfactory performance. For the entire duration of the assignment, the junior consultant shall be physically present at the Bank’s offices in Luanda, Angola and the estimate starting date is Immediately.
REMUNERATION :
The Consultants will be paid a competitive monthly lump sum for the entire period in accordance with Bank’s remuneration guidelines for Junior Consultants.
