REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTANT : RESOURCE PERSON FOR TRAINING ON MAINSTREAMING LAND GOVERNANCE IN AGRICULTURE INVESTMENT PROGRAMMES AND PROJECTS

 

 

 

  1. The African Development Bank (AfDB) is recruiting for an Individual consultant to assist the Department of Agriculture and Agro-industry (AHAI) in strengthening the capacities of task managers in mainstreaming land governance issues in the Bank’s agriculture investment programming and project cycle. The Department is planning to achieve this through dedicated training on the concepts and approaches and guidance on integrating land governance concerns into agricultural investment Programmes and Projects. The training objectives are for the Task managers: to understand land governance concepts and approaches for implementation at the field/institutional/policy/financing level. In addition, to have overall guidance on using and integrating land governance guidelines into agricultural investment projects and Programmes interventions.
  1. The selected individual Consultant is expected to :
  • Prepare a training manual/modules for use and record covering the areas of objectives ;
  • Prepare handouts for training participants so that participants will have the information for the future ;
  • Facilitate the training ;
  • Design certificates of participation, submit for signatures, and print the signed certificates ready to be engraved names of participants for awarding upon the completion of the training ;
  • At the end of the training, the Consultant will be responsible for preparing and providing a separate report for the training, including the pre and post-evaluation of the participants.
  1. In this regard, the Agriculture and Agro-Industry Department (AHAI) invites Individual Consultants to indicate their interest in providing the above-described services. In addition, interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a shortlist, and the selection procedure shall conform with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the African Development Bank to include him/her in the shortlist ;
  1. Duration of the Assignment: The estimate-working period (level of effort) is for fourteen days (14) spread over one calendar month from 10th October 2021– 9th November 2021 ;
  2. Desired Qualifications :
  1. Master’s degree in Land Governance, Surveying and Mapping, Natural Resources Economics, Land administration and Management, Agriculture Economics or related fields. Minimum 15 years of working experience in the land sector with 5-years’ experience in conducting relevant training particularly related to the land sector. Excellent presentation and interpersonal skills as well as excellent report writing skills in English and able to conduct and analyze pre and post-evaluation.
  1. He/she will also have a vision, professional competence, and proven mastery of Land governance issues in agricultural development projects. He/she must have great knowledge and solid analytical capacity on land-related issues (including political, economic, social, and cultural dimensions), especially applied to the African context. He will also have computer skills, especially with regard to the Windows environment and standard Microsoft applications. He/she must be able to communicate fluently, in writing, and orally in English and/or French. The Consultant must finally be available from any engagement during the entire duration of the mission.

TERMS OF REFERENCE FOR A SHORT-TERM INDIVIDUAL CONSULTANT (30 DAYS) TO DELIVER A TRAINING ON MAINSTREAMING LAND GOVERNANCE

INTO FEED AFRICA INVESTMENT PROJECTS AND PROGRAMMES

  1. Introduction

The African Development Bank (AfDB) Group wishes to recruit the services of an individual consultant to deliver training on Mainstreaming Land Governance into Feed Africa Investment Projects and Programmes. The Consultant will report to the Manager, Agriculture Research, Production, and Sustainability Division (AHAI.2) and be supervised by the Principal Land Officer.

 

Background :

The Bank has launched a Feed Africa Strategy for Agricultural Transformation in Africa (2016-2025) that takes a “commodity value chain approach” for a competitive and inclusive agribusiness sector that creates wealth, improves lives, creates jobs, secures the environment, and alleviates poverty. The Strategy notes that land tenure security remains a major component for an enabling environment that can facilitate the implementation of the Strategy.

The Feed Africa Strategy is implemented at a time when most African countries have basic land tenure laws that are incomplete and poorly enforced, deterring private investment. The Strategy highlights the Bank catalytic role in assisting Regional Member Countries (RMCs) in creating enabling conditions for agricultural business-led transformations. Some improvements in the land sector will be necessary to create an enabling environment for agricultural development. One of the most important factors is the availability of land resources upon which small-scale and commercial agricultural activities occur. Agrarian reforms are crucial not only for the rural farmers but also for foreign and local commercial investors, some of whom seek to engage in large-scale farming, including the development of extensive irrigation networks.

After the 2017 AGM, the Bank engaged with eight RMCs to undertaken land tenure systems studies: Burundi Cameroon, Cote d’Ivoire, Kenya, Nigeria, Malawi, Senegal, and Tanzania. The studies evaluated the constraints and opportunities in driving the Feed Africa Strategy for Agriculture Transformation in Africa; Public and Private Sector needs for the reforms for the agriculture sector to be competitive; and whether different land tenure systems in respective countries require a different framework to support agriculture transformation. Following the Land Tenure studies, a validation workshop took place in Abidjan in October 2017.

The next step was for the Bank to embark on a participatory and consultative process to discuss the findings from the land tenure studies, explore solutions and agree on a way forward. The process included developing Land Governance Programme with Guidelines for mainstreaming land governance concerns in the implementation of the Feed Africa Strategy. The purpose of the guidelines is to provide a road map for the identification and integration of land governance issues in Bank’s programming and project cycle. The document will facilitate the implementation of the program, especially in a harmonious framework taking into account regional, national and local specificities. The guidelines will indicate a checklist in the project cycle while highlighting the ways to identify partnerships and promote an inclusive approach to programming.

 

Objectives and Expected Outputs :

The overall goal is to strengthen the capacities of 60 task managers in mainstreaming land governance issues in the Bank’s programming and project cycle through dedicated training on the concepts and approaches and guidance on how to integrate land governance concerns into agricultural investment projects/programmes.

The objectives are for the Task managers :

  1. To understand land governance concepts and approaches for implementation at the field/institutional/policy/financing level ;
  2. To have  overall  guidance  on  using  and  integrating  land  governance  guidelines  into agricultural investment projects and programmes interventions.

The expected outcomes of this training are the following :

  1. Task Managers have a proper understanding of land governance concepts and approaches for implementation ;
  2. To support the work of Country Economists in mainstreaming land into the Bank CSPs, given the centrality of land in national development ;
  3. Task Managers have gained the necessary knowledge and expertise to use the guidelines for mainstreaming land governance at the field, institutional, policy and financing level ;
  4. Task Managers have benefited from guidance on how to integrate land governance concerns into agricultural investment projects and programmes.

 

Methodology and Scope of Work :

The training on land governance guidelines for mainstreaming land into investment projects is designed to provide a platform for Task Managers to be prepared to mainstream land governance in implementing agriculture investment Programmes and projects.

Methodology : The training will be in English and French (AHAI will provide interpretation facilities), and video conference connection parameters will be provided for staff based in regional and country offices. The training methodology would be participatory with access use of group work and role-play; meanwhile, a plenary lecture would also be feasible for better understanding. The Consultant will have to show already prepared samples for record-keeping templates so that participants will have hands-on practice on each record. All the contents should be delivered by giving daily life examples and demonstrate the same where required. The training will consist of sessions in the forms of presentations, discussions, and group work focusing on the following topics :

  • Introduction to the Bank’s Guidelines for mainstreaming Land Governance into agriculture investment projects and programmes and CSPs ;
  • Guiding principles: a step-by-step project cycle guide on how to mainstream land governance in designing projects- (Checklist for mainstreaming land governance)

Scope : The Consultant will

  • Prepare a training manual/module for its use and record of AHAI covering the areas of objectives ;
  • Prepare handouts for training participants to be developed so that participants will have the information for the future ;
  • Impart training ;
  • Design certificates of participation, submit for signatures, and print the signed certificates ready to be engraved names of participants for awarding upon the completion of the training ;
  • At the end of the training, the Consultant will be responsible for providing separate report for the training, including the pre and post-evaluation of the participants.

The role of AHAI :

  • AHAI will support the Consultant with resources for preparing training manuals/modules and handouts for training ;
  • AHAI will support all the arrangements related to virtual connections and interpretations ;
  • Participant’s attendance would be the responsibility of AHAI.

 

Organization of the Training :

  • Proposed Date: half a day of virtual training will be held on Thursday 27th October 2021 ;
  • Organization and Facilitation of the Training. The Consultant will be the main facilitator for the training. The principal Land Officer, Land Consultant, and Team Assistants from AHAI will assist before and during the training with the organizational matters, such as timekeeping, information dissemination, timely distribution of documents, etc. The training will be of medium size (60 participants). To promote a constructive discussion of the thematic issues, it is envisaged to organize working group discussions ;
  • Language of Communication: Booth English and French will be used to facilitate discussions at the training. Simultaneous interpretation will be provided to facilitate discussions.

 

Qualification of Applicant :

  • Master’s degree in Land Governance, Surveying and Mapping, Natural Resources Economics, Land administration and Management, Agriculture Economics or related fields ;
  • Minimum 15-years of working experience in land sector ;
  • 5-years’ experience in conducting relevant trainings particularly related to land sector ;
  • Excellent presentation and interpersonal skills ;
  • Excellent report writing skills in English and able to conduct and analyze pre and post evaluation.

 

Deliverables :

  • An inception Report to be submitted 5 working days after the signing of the contract. An inception report will include a schedule for the training with contents and methodology ;
  • Handouts for participants to be delivered 5 working days before the training ;
  • Training report which will cover all sessions, activities, and events. The report will be submitted before 9th November 2021.

 

Contract Duration :

The assignment will be completed within 14 (fourteen) days spread over (one) 01 month from 10th October –9th November 2021, including report submission and other related documents. Within one month, the Consultant will spend 14 days to deliver the training and related deliverables.

 

Reporting Requirement :

  • Under the general guidance of the AHAI.2 Division Manager, the Consultant shall report to Ms ;
  • Maria Marealle, Principal Land Officer, Department of Agriculture and Agro-Industry.

 

Payment Schedule :

The Consultant will quote the budget in US Dollars for his/her services, module/manual and handouts :

  • 10% upon receipt of an inception report ;
  • 50% on completion of the training ;
  • 40% on the submission and approval of the training report.
