The African Union has received financing from the African Development Bank (AfDB) to support Africa CDC on COVID-19 response and intends to apply part of the agreed grant amount for payments under the contract for a consulting firm to provide a Frontline Field Epidemiology Training Programme for Central African Countries.

The service included under this project is Field Epidemiology Training Program (FETP-Frontline), a 3-month (12-week) in-service training program to strengthen epidemiologic capacity at the district level of the health system by improving the staff’s ability to detect, investigate, and respond to diseases and events of public health importance or international concern. FETP-Frontline participants come together for two classroom workshops of 5 days each where they learn the skills needed for effective surveillance and response. The training is modular, with two classroom workshops conducted in intervals. This activity is in line with the Africa CDC’s Workforce Development Framework which aims to achieve among other things, that at least one frontline-trained surveillance officer is deployed in each health district in all 55 member states by 2030. To materialize this goal, the Africa CDC aims to support the training of 25-30 frontline epidemiologists in Central Africa countries (Cameroon, Central Africa Republic, Chad, Congo, Gabon, and Guinea).

The African Union now invites eligible organizations and firms to indicate their interest in providing these services. Interested organizations must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
