The Government of Angola (GoA) has received financing from the African Development Bank toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery, and intends to apply part of the agreed amount for this loan to payments under the contract for the Project External Auditor.
The services included under this project are the audit of the Project financial statements (PFSs) to enable the auditors to express an independent professional opinion on the financial position of the Project and to ensure that the funds granted to the Project have been used for their intended purposes for the following periods :
- From January 1st to December 31st, 2021 ;
- From January 1st to December 31st, 2022 ;
- From January 1st to December 31st, 2023.
The responsibility for the preparation of PFSs lies with the Financial Contract Management Unit (FCMU) of the National Water Directorate (DNA).
The auditors are responsible for the formulation of an opinion on the PFSs based on their audit conducted in accordance with ISAs (International Standards on Auditing) issued by the IFAC (International Federation of Accountants) or ISSAIs (International Standards of Supreme Audit Institutions) issued by the INTOSAI. National Auditing Standards that comply with ISAs or ISSAIs in all material respects will also be accepted.
The audit will be carried out in accordance with the Standards specified above and will include such tests and verification procedures as the auditors consider necessary under the circumstances. In conducting the audit, special attention should be paid to the Terms of Reference.
The audit firm should be registered and have a license from a national or regional professional Accountancy Body. The firm should have relevant experience in accounting and auditing of development projects, especially donor-funded operations.
The Ministry of Energy and Water (MINEA) through the National Water Directorate (DNA) now invites eligible auditing firms to indicate their interest in providing these services. Interested auditing firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Auditing firms may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
Interested auditing firms may obtain further information at the address below during office hours from Monday to Friday, between 9:00 a.m. to 3:30 p.m.
Expressions of interest must be delivered to the address below by August 13, 2021 at 03:30 p.m.
