Organizational Setting :

The main aim of the FAO country offices, which are headed by the FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The Organization’s activities are fully integrated with the national priorities outlined in the national development plan and strategies of the countries where they are operating. FAO’s technical expertise and knowledge have a key role to play in the promotion of peaceful and inclusive societies as well as in the prevention of conflict and contribution to sustaining peace. Factors such as food insecurity, conflict over access to land and other natural resources, resulting in displacement, can be drivers of violence and conflict. Strengthening resilience can help people to stay on their land, create the conditions for the return to their home place and foster improved governance and stability.

Reporting Lines :

The Project Officer reports to the FAO Representative in Chad in close collaboration with the FAO’s Country Representations in Cameroon and the Central African Republic, with technical guidance from the Subregional Office for Central Africa (SFC), Regional Office for Africa (RAF), relevant technical divisions at headquarters, Office of Emergencies and Resilience (OER) and other main stakeholders.

Technical Focus :

Support to implementation of FAO’s agro pastoralism resilience agenda at subregional and/or country level (Chad, Cameroon and Central African Republic) and coordinate the process of formulating community regulation on pastoralism and transhumance in Central Africa, throughout strengthening the regulatory frameworks for cross-border transhumance in order to contribute to the reduction of insecurity and degradation of wildlife habitat in the subregion caused by livestock transhumance.

The Project Officer’s main role is to coordinate and guide the activities of the subregional project ‘Projet d’Appui à la Régulation de la Transhumance Transfrontalière en Afrique Centrale, PARTTAC’ (GCP/CHD/050/EC), monitor its implementation, including financial execution, and support FAO Country Offices and stakeholders on project results achievement.

Comprehensive technical and policy expertise to support the planning, development and implementation of the project and its, products and services in accordance with FAO’s Strategic Objectives.

Key Functions :

• Provides technical leadership assistance on the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions ;
• Assists in the coordination of programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies ;
• Assists/supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications ;
• Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations ;
• Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities ;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties ;
• Provides advice to the Chief Technical Adviser regarding the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO’s work.

Specific Functions :

• Coordinates, guides and monitors project activities in collaboration with involved Country Offices, relevant subregional and regional and headquarters technical officers and operational units. If required, periodically review and if appropriate, fine-tune project’s workplan for every aspect of project delivery ;
• Generates reports and lessons learned from the project at national and subregional level and promotes them with main stakeholders ;
• Supports and facilitates donor and partner liaison and transparent communication on project matters ;
• Monitors the project budget and ensures resources are allocated and utilized for project delivery in a timely and effective manner ;
• Ensures that milestones and deadlines are met according to the plans developed by the Project Managers in each country as well as the respect of the project workplan and budget and the reporting engagements with the donor ;
• Supports the integrated implementation of the project activities and consistency between different countries by coordinating the multicountry project team ;
• Provides technical support, assistance, back-stopping, reviews of documents, procurement requests and facilitate implementation of project activities and follow-up by donor ;
• Provides technical support in formulating integrated policies supporting pastoralism and conflict mitigation, programmes, concept notes, frameworks and action plans in Central Africa including reviewing reports for technical competence ;
• Develops training material for resilience-related initiatives and provides direct technical support and capacity development to countries, regional bodies, FAO representations and partners in the field of resilience analysis and programming.

Candidates will be assessed against the following :

Minimum Requirements :

• Advanced university degree in veterinary, zoo-technician specialized in pastoral issues, agronomist specialized in animal production/pastoralism, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or a related field ;
• Seven years of relevant experience in technical cooperation’s related activities, policy advice and analysis relating to pastoralism, food and nutrition security, rural development, monitoring and evaluation of policies and programmes, as well as in project management and implementation ;
• Working knowledge of French and English.

• Work experience in more than one location or area of work, particularly in field positions is desirable ;

• Extent and relevance of experience in working with inter-governmental bodies and multidisciplinary teams.
