CIF Climate Finance IT and M&E Officer (Local consultant)

 

 

 

  1. The African Development Bank (AfDB) hereby invites Individual local Consultants to indicate their interest in the following position: CIF Climate Finance IT and M&E Officer ;
  1. The selected Consultant will assist AfDB’s Climate Investment Funds (CIF) Coordination Unit in all IT and M&E aspects connected to the CIF portfolio and pipeline under management by the Bank.

For more details, please refer to the Tors in the annex.

  1. The Bank invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The position will be based in Abidjan, Côte d’Ivoire. The duration of services is 12 months based on performance. The expected starting date is August 2021;

Annex: Terms of reference (Tors)

  1. Background :

The African Development Bank (AfDB or the “Bank”) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly from the public and private sectors through a variety of instruments.

The AfDB’s Climate Investment Funds (CIF) Coordination Unit housed in the Climate Change and Green Growth (PECG) Department is responsible, among others, for the coordination, oversight and supervision of projects and programs implemented under the Climate Investment Funds (CIF) for which AfDB acts as an Implementing Entity. Through PECG.1, the department will identify, design and implement environment and climate change adaptation and mitigation programs and projects. These will in certain cases be stand-alone but, in most cases, will be implemented as components of other Bank Group support operations, in particular infrastructure.

The CIFs are a pair of funds to help developing countries pilot low-emissions and climate-resilient development.

The two funds under the CIFs are :

  • The Clean Technology Fund (CTF). The CTF promotes scaled-up financing for demonstration, deployment and transfer of low-carbon technologies with significant potential for long-term greenhouse gas emissions savings. The AfDB is channeling CTF financing to Africa’s Energy and Transport sector by focusing on renewables energies and energy efficiency projects and/or programs ;
  • The Strategic Climate Fund (SCF). The SCF serves as an overarching framework to support three targeted programs with dedicated funding to pilot new approaches with potential for scaled-up, transformational action aimed at a specific climate change challenge or sectorial response. The SCF finances three programs, namely, the Forest Investment Program (FIP), the Pilot Program on Climate Resilience (PPCR) and the Scaling-up Renewable Energy Program in Low Income Countries (SREP) ;
  • The SREP is aimed at demonstrating the social, economic, and environmental viability of low carbon development pathways in the energy sector. It seeks to create new economic opportunities and increase energy access through the production and use of renewable energy ;
  • The FIP aims to support developing countries’ efforts to reduce emissions from deforestation and forest degradation by providing scaled-up financing for readiness reforms and public and private investments. It will finance programmatic efforts to address the underlying causes of deforestation and forest degradation and to overcome barriers that have hindered past efforts to do so ;
  • The PPCR objective is to pilot and demonstrate ways to integrate climate risk and resilience into core development planning, while complementing other ongoing activities.

PECG is looking to hire a local Individual Consultant that is a national of the country in which the Assignment will be carried or a national of a Member Country of the Bank that resides in the country in which the Assignment is to be carried out.

 

Duties and Accountability :

The primary purpose of the assignment is to assist AfDB’s CIF Coordination unit in all tasks connected to the CIF portfolio and pipeline under management by the Bank. Under the leadership and guidance of the Division Manager, PECG.1 and the CIF Program Coordinator, the IT and M&E Officer shall :

  • Develop, maintain and manage an internal web-based platform using Microsoft SharePoint to track and monitor all information relevant to the CIF at both project, program and corporate levels. This platform shall include, among others, the following  ;
  • Pipeline monitoring, (ii) portfolio monitoring, (iii) key indicators and results monitoring, (iv) supervision activities and documents, (v) team calendar, (vi) automatic notification and review & approval systems, (vii) disbursement tracking, (viii) budget ;
  • Stracking of other key data, (x) announcements, (xi) logistics of meetings and traveling, and (xii) performance of CIF Secretariat ;
  • Support AfDB’s investment officers and the CIF Coordination Unit in meeting the Monitoring & Evaluation requirements under the CTF, SREP, FIP and PPCR ;
  • Provide inputs to investment officers to ensure that the different CIF Results Frameworks are taken into account during appraisal and requested for in the Financial Documentation ;
  • Contribute to the Bank’s Dialogue with other relevant stakeholders with regards to CIF mutual accountability frameworks, reporting on results and other initiatives ;
  • Undertake other ad hoc activities as deemed necessary by management and supervisor. The Consultant will be hired to work directly with the Division Manager, PECG.1 and the CIF Program Coordinator.

 

Selection Criteria :

We are looking for a proactive candidate who is committed and driven to deliver quality outputs.

The key selection criteria for this position are :

  • A university degree in Business Management, Economics, Engineering, Mathematics, Statistics or other relevant field; Preferably at least 4 years of relevant experience working in Monitoring & Evaluation in the development field ;
  • An advanced user of Microsoft Share Point, Microsoft Excel, Microsoft Access and other relevant software ;
  • Strong analytic, conceptual, modeling and strategic skills; Strong customer service orientation as assessed by colleagues and clients ;
  • High degree of initiative and strong record of performance with low supervisory requirements to function effectively; Strong inter-personal skills and commitment to work in a team-oriented and multicultural environment ;
  • Strong oral and written proficiency in English and/or French and a good command of the other. Preference will be given to bilinguals.

 

Contract Duration :

The contract with the selected candidate will commence at the completion of the selection, upon its signing and last for a period of 1 year renewable based on satisfactory performance as assessed by the Division Manager, PECG.1 and the CIF Program Coordinator. The duty station will be AfDB’s headquarters in Abidjan, Cote d’Ivoire and missions outside Cote d’Ivoire might be required on an exceptional basis. A detailed work program will be agreed on with the Division Manager, PECG.1 and the CIF Program Coordinator on commencement of the assignment.

 

Remuneration :

The proposed remuneration will be defined based on the candidate’s financial proposal in compliance with the Bank’s established remuneration scale considering requisite qualifications and experience for Local Consultants.
