The LWF World Service is seeking to recruit a Grants Manager for its Country Program in Chad. The expected starting date is September 2017.

The LWF-WS Grants Manager is based at the head office in N’Djamena. He/she will work with the Program Coordinator to develop quality concept notes and project proposals for submission to key donors including, BPRM, ECHO, Europaid and other institutional donors. He/she will ensure quality grants management for the assigned grants. Reporting to the Program Coordinator, he/she will work closely with the Finance Manager, project Managers and Officers, and the M&E Manager on compliance, donor regulations and reporting. He/she will be responsible for preparation, updating of program documents, donor regulations and guidelines.

RESPONSIBILITIES

Funding Mobilization:

  • To identify specific funding opportunities (upcoming calls) through necessary mapping and assessment to guide Concept Note and Project proposal development.
  • To support the Program Coordinator as needed in development of high quality proposals for new development opportunities, including review of concept notes, proposals and budgets.
  • To conduct regular Need, risk and markets assessments to support new project proposal design and implementation.
  • To organize the hand-over of granted awards to the relevant implementing team. This will include capacity-building of the staff during kick-off meetings on donor regulation and compliance, reporting requirements.
  • To keep proper records and electronic filing systems of all drafts and final submissions and approved proposals.

Grants Management:

  • To conduct regular and continuous site visits and completes site visit reports to track project progress, measure performance, and ensure accountability, especially to the targeted communities.
  • To assist the implementing project officers in identifying program challenges or concerns, and in collaboration with the sub Program Manager, provide the necessary support.
  • To manage assigned grants reporting, ensuring high-quality, well-written and timely reports meeting donor and LWF requirements, with support from the Program Coordinator, M&E Manager and Finance Manager.
  • To ensure quality information management related to the assigned grants by overseeing the regular maintenance of the files, reporting calendars, and updating of internal LWF documentation and grant unit tools.
  • To coordinate with the Program Coordinator, M&E Manager and Finance Manager to ensure that donor reports (both financial and narrative) are generated and sent out to the relevant donor in time.

Monitoring and Evaluation:

  • To organize grant monitoring visits to ensure that the project is implemented in compliance with the LWF and donor regulations,
  • To ensure the proper operational opening and closing of the assigned grants as well as monitoring and evaluation of programmatic progress. Disseminate project follow- up reports to guide timely action.
  • To work with the M&E Manager to develop and maintain program monitoring and evaluation tracking tools to ensure all project indicators report clear linkage of activity outputs to intended outcomes and that the progress of change is clearly tracked.
  • To assist in organizing exchange visits with other country programs and also receive colleagues implementing similar grants in other LWF country programs.

Program support:

  • To support the country Representative to review, update and archive program policies, guidelines and other information needs as required by the headquarters in Geneva.

Others duties:

  • To carry out any other tasks as needed and requested by the LWF-WS Chad Program Country Representative and/or the LWF-WS Global Funding Coordinator (e.g. screening reports, monitoring visits, training workshops).
