REQUEST FOR EXPRESSION OF INTEREST
CONSULTING FIRMS/OUTPUT BASED CONSUTANCY
- AVSI Foundation is seeking to engage a Consulting Firm to carry out the following fixed-term assignment within the framework of the project “Green Energy for women and youth resilience in Uganda and Kenya”, funded by the African Climate Change Fund (ACCF) of the African Development Bank (AfDB) :
- Consultancy service to upgrade training and incubation centers capacity to provide marketable skills in the Sustainable Energy Value Chain (SEVC) in Uganda and Kenya ;
- Consultancy service for identification and validation of business opportunities in the sustainable energy value chain in Uganda and Kenya.
- AVSI Foundation now invites consulting firms to indicate their interest in providing the above mentioned services. Interested consulting firm shall provide information (documents, reference to similar service, experience in similar assignments, etc.) on their qualifications and experience demonstrating their ability to undertake these assignments ;
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, approved by the Bank’s Boards on 14 October 2015, and available on the Bank Website at http://www.afdb.org. Please note that interest expressed by an individual Consultant does not imply any obligation on the part of the Grant Recipient to include it in the shortlist ;
- The estimated duration of services for consultancy to upgrade training and incubation center capacity is twenty-four (6) months and the estimated starting date is 1 December 2020. The estimated duration for identification and validation of business opportunities on the other hand is 2 months and the start date is 1st December 2020 ;

TERMS OF REFERENCE (TOR) – PROVISION OF SERVICE TO UPGRADE TRAINING OR INCUBATION CENTRES CAPACITY TO PROVIDE MARKETABLE SKILLS OR SERVICES IN THE SUSTAINABLE ENERGY VALUE CHAINS.
Location : Kenya and Uganda
Scope of Work :
The purpose of the consultancy is to provide services aimed at improving pre-selected training or incubation centres capacity to deliver marketable skills and or services in the SEVC through capacity assessment, development and or upgrading of training modules and business services, and training of the incubation centres staff to deliver Business Development Services to the project participants.
Tasks :
Under the supervision of the Program Manager and the Assistant Program Manager, the consultants will undertake the following tasks :
- Identify and assess the capacity of pre-selected training or incubation centers to provide marketable business skills or services in the Sustainable Energy Value Chain. This will include but not limited to capacity to provide skills training and business development services to stakeholders in the SEVC. The assessment will also evaluate the curriculum and services offered, their market relevance in the SEVC, and the quality of instructors or trainers ;
- Identify the skills needs, aspirations and constraints of women and youth in the SEVC through quantitative surveys and qualitative focus groups with existing and potential women and youth entrepreneurs/ traders in SEVC ;
- Develop and or upgrade training modules and services packages offered by the pre-selected training or incubation centers. This will be informed by the identified gaps between skills offered and skills demanded ;
- Train and Orient training or incubation centers trainers, officers or instructors (TOT) to improve the quality of training and the services offered in the selected centers. The Trainees will then deliver the skills training and the services to the program beneficiaries within the respective institutions.
Deliverables
The consulting firm will provide the following deliverables :
- An inception report describing how the consultants will undertake the assignment and a proposed work plan ;
- A final report describing the capacity gaps identified in the training or incubation centers in providing skills or services relevant to the SEVC market vis a vis the aspirations and capacity of their targeted clients and appropriate recommendations ;
- Upgraded Training modules and materials for the training or incubation centers ;
- Upgraded services packages for the training and or business incubation centers ;
- Training Report with pre and post-test evaluation results from the participants at the end of each module.
Qualification and experience of the supplier/consultancy firm :
- The consultants /consultancy firm is expected to have at least 4 years’ experience in the training and business development services sector, with a focus on training Micro Small and Medium Enterprise in the sustainable energy sector ;
- Demonstrated experience in institutional capacity gaps assessment, developing capacity plan and delivering capacity building support/ training to private sector actors ;
- Practical experience in value chain analysis and training MSMEs in the SEVC sectors ;
- Demonstrated experience and expertise in Business Development and Value chain analysis and development ;
- Demonstrated experience in developing business-related curriculum ;
- Experience working with local and international teams preferred.
Duration/timeline for the assignment : The consultancy assignment requires up to 50 man-days over a period of 6 months, starting from 15th November 2020.
Conditions :
- Consultant must be based in Kenya or Uganda ;
- Consulting/professional fees for a maximum of 50 man-days will be paid ;
- In addition to a daily professional fees, a transportation and daily subsistence allowance for travel outside the duty station will be provided ;
- The Client will provide the consultant with other needed materials like stationeries and documents to support the deliverables.
Evaluation criteria and application procedure :
Candidates will be assessed against the following criteria :
- Experience in training and business development services sector especially in training Micro, medium and small enterprises (MSMEs) in the sustainable energy sector ;
- Demonstrated experience in institutional capacity gaps assessment, preparation of developing capacity plans, and delivering capacity building support/ trainings to institutions ;
- Practical experience in value chain analysis and training of MSMEs in the SEVC sectors ;
- Experience and expertise in Business Development and Value chain analysis and development ;
- Demonstrated experience in developing business-related curriculum and delivering training for training institution and or technology incubation centers ;
- Experience working with local and international teams preferred.

TERMS OF REFERENCE (TOR) – PROVISION OF CONSULTANCY SERVICES FOR THE IDENTIFICATION AND VALIDATION OF BUSINESS OPPORTUNTIES IN THE SUSTAINABLE ENERGY VALUE CHAIN (SEVC)
Location : Kenya and Uganda
Scope of Work :
AVSI is hiring a consulting firm to identify and validate viable and feasible Micro and Small business opportunities within the SEVC fit for women and youth.
Tasks :
Under the supervision of the Program Manager and supported by the Assistant Program Manager (APM), the consultants will undertake the following activities :
- Conduct desk review to identify potential business opportunities in the SEVC in the target areas ;
- Collect qualitative and quantitative data in the field, from the industry stakeholders, through individual surveys and focus groups ;
- Facilitate workshops and strategic meetings with key stakeholders in order to identify successful ventures and buy in consensus from potential investors/stakeholders ;
- Develop basic business models and plans for the identified opportunities ;
- Compile a user guide for the start up and running of the identified opportunities.
Deliverables :
The consulting firm will provide the following deliverables :
- Inception report detailing how the task will be undertaken ;
- A report describing the preliminary identified business opportunities ;
- A validation/feasibility report identifying the selected opportunities comprising of basic business model and plan ;
- A user guide to start up/run the businesses ;
- At least 10 years of experience in businesses modeling and planning in several African countries in the SEVC ;
- Demonstrated experience in providing business development services to MSMEs ;
- Fluency in English and Kiswahili (oral and written) ;
- Experience in field research, for both qualitative (interviews, focus groups) and quantitative methodologies (data entry, clearing, and analysis) ;
- Experience in rural areas of a developing country. Experience in rural Kenya and/or Uganda would be an asset ;
- Ability to work independently and critically, with tight deadlines ;
- Understanding of issues linked to access to energy in rural areas.
Duration/timeline for the assignment : The consultancy assignment requires up to 10 man-days over a period of 2 months, starting from 1st December 2020.

- Consultant must be based in Kenya or Uganda. (international consultants are eligible) ;
- Consulting/professional fees for a maximum of 10 man-days will be paid ;
