REQUEST FOR EXPRESSIONS OF INTEREST FOR THE RECRUITMENT OF INDIVIDUAL CONSULTANT (DUTY STATION – NAIROBI)
- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : “Consultancy Services to Support the RDGE Director General’s Front Office” ;
- The purpose of the consultancy is to provide active support to the RDGE Director General’s (DG) front office in the following activities: (i) following up programming and coordinating issues; (ii) support for country sector and economic work and dialogue, donor coordination; (iii) organization, coverage and participation in meetings to review economic and sector work, strategy, and operation documents; and (iv) review of documents and preparation of summary briefs ;
- The RDGE invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, and in similar international institutions, etc.) ;
- The eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition revised October 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The work assignment, under this term of reference, will involve full-time consultancy services for a period of six (6) months and may be extended based on the performance of the retained Consultant, availability of budgetary resources and as may be determined by the Bank. The successful Consultant will be expected to start by December this year upon completion of the selection process and upon signature of the contract ;

- Establishment of the Shortlist: A shortlist of three to six individual consultants will be established once the expressions of interest with and updated CV are received. Candidates who are shortlisted will be requested to send proposals and comment on the Terms of Reference (attached as an annex).
ANNEX : TERMS OF REFERENCE FOR CONSULTANCY SERVICES IN SUPPORT TO THE RDGE DIRECTOR GENERAL’s FRONT OFFICE
- Purpose of the Consultancy :
The purpose of the consultancy is to provide active support to the RDGE Director General’s (DG) front office in the following activities: (i) following up programming and coordinating issues; (ii) support for country sector and economic work and dialogue, donor coordination; (iii) organization, coverage and participation in meetings to review economic and sector work, strategy, and operation documents; and (iv) review of documents and preparation of summary briefs.
The Consultant should have experience in country dialogue and participation at donor group meetings, country sector and economic analysis, preparation and review of project documents such as project preparation reports, portfolio review reports, country strategy documents, project completion reports, etc.
- The Specific duties of the Consultant will include the following :
- Working with sector teams and departments on behalf of the DG to review project, country strategy and economic and sector work documents to ensure compliance and alignment with Bank policies and strategies ;
- Monitoring and analysis of economic, financial, political, and social developments in RDGE countries using both internal and external sources of information, and determine the implications for the Bank’s operations and strategy ;
- When requested by the DG, attend meeting of development partners or with Bank clients and contribute to discussions that will foster cooperation and achievement of Bank development objectives ;
- Participate in policy dialogue with the Governments, development partners, and other stakeholders ;
- Participate, when necessary, in country missions, and in the identification, appraisal, and monitoring of policy and institutional reform programs ;
- Economic and Sector work , and related tasks which management may request ;
- Support the DG in reviewing documents and producing a brief before meetings ;
- Attend and contribute to country team and other Bank meetings, and produce reports for the DG’s attention when he/she is not present at such meetings ;
- Attend meetings and take notes as may be directed by the DG ;
- Any other duties that may be assigned by the DG or Deputy Director General.
- Qualifications and Experience :
- Minimum of a Master’s degree (or equivalent) in economics, or other economic development-related discipline ;
- Preferably, a minimum of ten (10) years of relevant experience, especially in the formulation and implementation of policies, country strategies, programs/projects and flagship economic and sector studies in the Bank or a similar development institution in public service or private sector ;
- Demonstrated ability to lead and produce portfolio and economic related knowledge products/flagship reports, country strategy papers, and other economic and sector studies ;
- Notable experience in donor coordination will be an advantage ;
- Experience in working in fragile countries will also be an added advantage ;
- Client-satisfaction and results-oriented mind-set; strong analytical and communication (verbal and written) skills, sense of accuracy and detail-oriented ;
- Ability to handle sensitive issues in a multicultural environment and to build effective working relationships with colleagues ;
- Strong written and verbal communication skills in English and/or French with a good working ;
- Competence in the use of the ERP systems and standard software systems such as Word, Excel, Access, PowerPoint.
- Duration of the Assignment :
