ENVIRONMENTAL, SOCIAL AND CROSS CUTTING ISSUES TECHNICAL ASSISTANT

The Government of the Republic of Namibia has received a financing from the African Development Bank toward the cost of the Namibia Water Sector Support Program, and intends to apply part of the agreed amount for this loan/grant to payments under the contract for an Environmental, Social and Cross Cutting Issues Technical Assistant.

The services included under this project are as follows :

The Environmental, Social and Cross Cutting Issues Technical Assistant (ESTA) will :

  • Identify and conduct a general evaluation of the risks that projects may pose to human`s livelihoods and the environment ;
  • Ensure that a cross-cutting approach is developed towards bridging the gap between human actions and development activities ;
  • Support in planning, developing and implementation of activities aimed at minimizing the adverse impacts to the environment while improving water and sanitation coverage ;
  • Ensure that the implementation of sub projects /activities is in conformity with the country’s commitment to Sustainable Development Goals (SDG), relevant policies and strategies, water and environmental laws ;
  • Identify technical and operational capacity needs related to water, sanitation, and hygiene and gender analysis.

The implementation period is planned for 48 months, subject to satisfactory yearly performance.

The Ministry of Agriculture, Water and Land Reform through its Directorate of Water Supply and Sanitation Coordination invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (cover letter, curriculum-vitae, description of similar assignments, experience in similar conditions, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015”which is available on the Bank’s website at http://www.afdb.org.
