Junior Consultant
Programmatic support for the Climate and Development Africa Special Fund
- The Climate and Development Africa Special Fund (CDSF) seeks to recruit two (2) highly motivated junior consultants to provide programmatic support for the Fund ;
- CDSF is the financial arm of the ClimDev-Africa Program, a joint initiative of the African Development Bank (AfDB), the African Union Commissions (AUC) and the United Nations Economic Commission for Africa (UNECA), which seek ways of overcoming the lack of necessary climate information, analysis and options required by policy and decision-makers at all levels ;
- Africa is undoubtedly the most vulnerable continent to the adverse impacts of climate variability and change; yet, it lacks appropriate and reliable climate information services, critical to adaptation, resilience and disaster risk reduction (DRR). As a result, African government institutions, development practitioners and service providers rarely link climate change to development and are often extremely ill-equipped to effectively cope with the risks of extreme events and disasters ;
- The goal of the CDSF is to contribute to sustainable development, poverty reduction and DRR by implementing climate-resilient development programs that mainstream climate change information at all levels in Africa. The CDSF seeks to strengthen the institutional capacities of national and sub-regional bodies to formulate and implement effective climate-sensitive policies. In order to achieve this objective, the CDSF supports three main areas of interventions :
- Generation and wide dissemination of reliable and high-quality climate information in Africa ;
- Capacity enhancement of policy makers and policy support institutions to integrate climate change information into development programs; and
- Implementation of pilot adaptation practices that demonstrate the value of mainstreaming climate information into development.
- Scope of Work : Under the general guidance of the CDSF M&E Officer, the main objective of the assignment is to provide support for CDSF operations, resource mobilization efforts and partnership building :
- Support research, analytical, and technical activities in support of the Fund’s operation ;
- Assist in project preparation, backstopping and completion ;
- Provide support in setting up a monitoring, evaluation, reporting and learning system for the CDSF ;
- Provide support in resource mobilization ;
- Provide support in partnership development and management ;
- Provide support in raising the visibility of the fund ;
- Provide support for the recruitment of consultants ;
- Undertake any other activities assigned by the CDSF coordinator or M&E officer.
- Selection Criteria: The key selection and eligibility criteria for this position include :
- At least a Masters’ Degree in economics, environmental studies or other related fields ;
- Less than 32 years at the signature of the contract ;
- At least 2 years, and maximum 5 years, of experience in research or consultancy, related to at least one of the infrastructure sectors in Africa. Experience in more than one sector and/or publication record will be an advantage ;
- Rigorous, results-oriented individual with strong analytical skills ;
- Experience in working with complex data and in writing data analysis reports ;
- Experience with the operations of Multilateral Development Banks ;
- Proven ability for team-working and multi-tasking ;
- Great facilitation and communication skills ;
- Resourcefulness, attention to details and client orientation ;
- Strong computer skills (and ability to use standard software packages (word, excel, outlook, power-point) ;
- Excellent written and oral communication in English with some knowledge of French.
Duration of the Assignment : The estimated-working period is six (6) month renewable starting August 1st, 2020.
Location : The consultant is expected to work in the AfDB Headquarters in Abidjan, Côte d’Ivoire with some missions to the Bank’s RMCs required. In light of the COVID 19 pandemic, the consultant may be asked to work from home until travel restrictions are lifted ;

Please, note that interest expressed by a Consultant does not imply an obligation on the part of the African Development Bank to include him/her in the shortlist. The consultant must be free from any engagement during the entire duration of the mission ;
