The overall purpose of the position is to provide UNICEF technical support  to the provincial health authorities of Cunene and Huila provinces, in the conduct of the situation analysis, planning, programming, implementation, monitoring and evaluation, and coordination of child survival interventions in each of the provinces, with a focus on the immunization programme and the rollout of the DHIS2 platform among others.

The scope of work is defined by the immunization and systems strengthening component activities of the signed joint UNICEF/Ministry of Health 2020-2021 Rolling Workplan, with geographical focus area in each of the two provinces.

A non-exhaustive rundown of these activities is as follows :

1. Serve as liaison focal point between the implementing partners at provincial and municipal levels on the one hand, and the Child Survival Team in the Country Office ;
2. Technically assist the provincial authority in the organization and conduct of bottleneck and causality analysis of routine immunization in the province and the development of costed corrective plans ;
3. Provide technical support to the provincial health Cabinet to conduct annual reviews and development of integrated and budgeted municipal and health facility microplans with teams from the latter ;
4. Support the provincial health Cabinet and municipal teams to implement the planned RMCHNAH&N, immunization and systems strengthening (DHIS2 and Supplies Management) activities ;
5. Provide technical support to GEPE/DHIS2 focal point to review and harmonize data collected (maternal, HIV, malaria, Immunization) for consistency, completeness and timely submission ;
6. Support the organization and conduct of a planned provincial and municipal trainings on MCNH, immunization and DHIS2 activities ;
7. Support the dissemination and adoption of data collection tools for supervision at the provincial and municipal levels in the supported provinces ;
8. Undertake with relevant provincial supervisors, regular supportive and formative supervision and monitoring visits to targeted municipalities to provide on-the-spot technical support in addressing issues arising from implementation of immunization programmes, data collection, processing, transmission and use for action ;
9. In coordination with GEPE/DHIS2 focal points, plan and conduct regular formative supervision of DHIS2 activities at municipal and health facilities ;
10. Provide support to targeted provinces and municipalities, to submit timely funding requests for implementation of agreed activities and ensure timely disbursement of funds by provincial authorities once these have been availed by UNICEF ;
11. Conduct programme assurance visits during implementation and report in timely manner to the Country Office ;
12. Following up on fund utilization and justification by implementing partners, to ensure timely retirement and liquidation within set deadlines ;
13. Execute other work-related tasks assigned by supervisor.

Work modalities :

• The consultant will be based in Huila and or Cunene provinces and will be entitled to DSA when on official travel outside duty station ;
• It is expected that the provincial Director of Health Cabinet will provide office space for the consultant, as well transportation for field support to the municipal and health facility teams. Vehicle fuel costs for work related missions in the province will be evaluated and included in the annual provincial plans and disbursed to the provincial health authority ;
• UNICEF vehicle in the province would be useable by the consultant, based on availability.

To qualify as an advocate for every child you will have…

• A university degree in one or more of the following fields : Medicine, Public Health, Community health, social sciences ;
• At least 3 years of progressively responsible professional work experience at national level in management, monitoring and evaluation of health programmes or immunization programs ;
• Demonstrated experience providing guidance and technical assistance to government services for the implementation of maternal and child health programmes including routine immunization ;
• Fluency in spoken and written Portuguese English is a requirement. Working knowledge of English will be an asset ;
• Demonstrated ability to work in a multi-cultural environment ;
• Work experience or field work experience in Angola an asset ;
• Working experience with UNICEF, WHO or international health NGOs in immunization an asset.
