INDIVIDUAL LONG-TERM CONSULTANT

Expressions of Interest requested for an Individual Long-Term Consultant Position :

  1. The African Development Bank invites eligible consultants experienced in the implementation of PPPs in Transmission Lines to indicate their interest in providing services to PEVP complex and assist the Power Systems Development (PESD) Department in undertaking specialized consultancy services to clients located in the Regional Power Pools in Africa ;
  2. The services to be provided under the Assignment, which will be based on guidance from the Task Manager include but not limited to the following.

KEY ACTIVITIES :

The main activities of the assignment are :

  • Study and collect data on the feasibility of developing transmission projects through PPP with good practices for implementation using public available information from the Power Pools and Development Partners. The Bank expects the consultant to look at both National and Regional Utilities and Power Pools respectively seeking for “ready markets/projects” for implementation ;
  • Review the World Bank study “Linking Up: Public-Private Partnerships in Power Transmission in Africa” for development and set up of Independent Power Transmission and see if synergies exist from (i) above ;
  • Provide a criteria matrix for countries deemed ready with the goal of distilling gaps thereof and how those could be mitigated ;
  • Deepen and disseminate information on best practice frameworks for PPP in T-lines to identified PPP units, Utilities and or Transmission companies as well as power pools ;
  • Working with APUA, introduce the concept to create a PPP T-line knowledge sharing network and platform among the power pools and with the Centers of Excellence ;
  • To analyze the revenue model best suited for both Government and the Private sector, so it is a win-win – wheeling charges versus availability payments ;
  • Meet with regional regulators to understand work done on the subject, get their buy-in and sensitize them on the Bank’s objective and strategy.
  • Interested Consultants shall provide information on their qualifications and experience demonstrating their ability and willingness to undertake this assignment (documents, reference’s in providing similar services, CVs, experience in similar assignments and region, etc.) ;
  • The eligibility criteria include, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedures for the Recruitment and Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  • The duration of services is six (6) months and the estimate starting date is 24 FEBRUARY 2020 ;
  • Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours. For the EOI to be considered, the consultant needs to be registered in the AfDB DACON Consultant Database ;
  • A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria :

–   General Qualification & adequacy for the assignment to undertaken30%
–   Similar experience in the area of expertise of the assignment 
& understanding the TOR50%
–   Experience with the Bank and/or multilateral donors10%
–   Language proficiency5%
–   Knowledge of the region (assignment environment)5%
