Context :

Helen Keller international (HKI) Niger is looking for a highly qualified person to fill the position of Finance Manager. HKI is an international NGO present in Niger since 1987 in the field of Health / Nutrition and the fight against Neglected Tropical Diseases. HKI’s interventions are national and regional in scope through the Niamey national office and the Diffa sub-office.

Title : Finance Manager

Duty station : Niamey

Contract : CDD of 12 months renewable depending on performance evaluation and availability of funding.

Supervisor : Country Director

 

Role :

Under the supervision of the Country Director, the Finance Manager is responsible for all of HKI Niger’s financial operations, Niger’s award portfolio management; maintenance of strong internal controls and adherence to HKI’s policies and procedures and the supervision and maintenance of the general ledger and all accounting functions. He is a member of the Senior Management Team (SMT) of the country office, actively participates in meetings and assumes his responsibility as internal communications.  The Finance Manager works closely with the Country Director and Program Managers to ensure project goals are achieved.

 

Accounting & General Ledger Management :

  • Manage and provide leadership to the accounting/finance staff for general ledger maintenance; bank and cash management; accounts payable; payroll and procurement ;
  • Ensure general ledger balances are analyzed timely ;
  • Manage the country’s accounting, practices, policies and procedures to ensure strong internal control systems and are in compliance with HKI and donor policies ;
  • Validate the totals for payroll calculations (including overtime) before submission for final approval by the Country Director ;
  • Ensures that the payments of benefits (Social contributions, taxes and others) are timely and clear evidence is available of payments ;
  • Maintain clear segregation of duties in the Finance/Accounting team and ensure adequate cross-training so that back-up is always available ;
  • Work closely with Financial System staff to maximize efficient utilization of financial and related systems throughout the organization ;
  •  Manage the country’s financial monthly close cycle to ensure that financial data is timely and accurate ;
  • Produces quality financial reports on time ;
  • Maintain cash flows to ensure cash is maintained in accordance with HKI policies; monitor currency fluctuations; establishes strong electronic banking procedures and ensure bank reconciliations are accurate ;
  • Manage country and project audits.  Supervise country’s compliance in organization-wide audit process. Ensure filing of financial document systems are maintained and record retention is in accordance with HKI and Country polices and laws.

Keep up to date with changes in laws and regulations of local regulatory authorities (examples are Non-Government Organization Board, taxing authorities) and grantors that impact HKI’s business :

  • Manages sub-office financial operations and systems ;
  • Follows agreements with our funders and sub-subsidies to partners ensures that all advances to partners are justified and deliverables received ;
  • Serves as a liaison with the bank on the e-payments system.

Award Management :

  • Maintain complete knowledge of Niger’s portfolio of grants; awards and contracts ;
  • Prepare invoices, financial reports, accruals, forecasts and other financial deliverables for grants and contracts ;
  • Reconcile donor reports to general ledger (cash and expenditures) ;
  • Track and report project expenses, burn rates, and cash received from the donor monthly, provide information to Country Director and Program Leads monthly
  • Ensure budgets and other financial information are correctly represented in financial and project management systems. Manage the hard and electronic file for each project ;
  • Maintain strong financial controls to guarantee compliance with HKI and donor regulations ;
  • Conduct field visits to subgrantees as needed in order to assist in the assessment of financial management of subrecipients ;
  • Prepare proposal budgets and budget modifications. Review budgets for consistency with the work plan ;
  • Prepare budget narratives for proposal budgets ;
  • Manage close out process of awards ;
  • Maintain up to date knowledge of Donor and USAID Rules and Regulations.

Budget Management :

  • Lead in preparation of country office fiscal and mid-year budget ;
  • Monitor burn rates for country office monthly and share variance analysis reports with Country Director and Program leads.

Human resources management :

  • Supervises and lead the finance staff of the Niamey office and sub-offices ;
  • Participates in the recruitment process for financial and other staff at the request of the Management ;
  • Assessing staff under their supervision and under the system in place in the country office.

Other :

  • Proposals for best practices in financial transactions and office management ;
  • Performs any other task that contributes to the proper functioning of the institution at the request of the Supervisor.

 

Qualifications :

  • Master’s degree in finance, accounting or an equivalent university degree ;
  • Work experience of at least ten (10) years with at least five (05) years in a similar position, preferably in an international NGO ;
  • Knowledge of USAID rules and regulations is an asset ;
  • Fluency in French ;
  • Good level of English (spoken and written) ;
  • Good knowledge of Quick Books is an asset ;
  • Excellent skills of Word, Excel, PowerPoint, Outlook and web browsers ;
  • Good leader with the demonstrated ability to coordinate a team to achieve goals ;
  • Be well organized and ready to work under pressure.
