SUSTAINABLE FISHERIES, AQUACULTURE DEVELOPMENT AND WATERSHED MANAGEMENT (SFAD-WM)

 

  1. Introduction :

The Government of Malawi has received a loan and grant package amounting to UA9.56 Million from the African Development Fund (ADF) to finance the Sustainable Fisheries, Aquaculture Development and Watershed Management (SFAD-WM) Project and intends to apply part of the proceeds of this loan and grant to make eligible payment for goods, works and services to be procured under this project. The total cost of the Sustainable Fisheries, Aquaculture Development and Watershed Management (SFAD-WM) Project is UA 10.56 Million, net of taxies and duties. The Bank will provide an ADF loan of UA 6.51 million and a UA 3.05 million grant. Government will provide UA 1.00 million for the project. The project will be implemented over a period of five years starting from 2020 to 2025.

  1. Objectives of the Project :

The goal of the Sustainable Fisheries, Aquaculture Development and Watershed Management (SFAD-WM) Project is to improve on the resilience of the wild capture fishing and fish farming communities to taking into account the prevalent climatic variability including floods and drought. The project will contribute towards poverty reduction through improved value addition employment opportunities and provision of infrastructure for increased fisheries productivity, and strengthened nutritional security through household consumption.

  1. The project includes the following four (4) components :
  • Component 1- Sustainable Capture Fisheries and Watershed Management – This component aims at utilizing fisheries resources from offshore waters of Lake Malawi through an ecosystem approach to fisheries (EAF) and within a blue economy paradigm. The component will enable project beneficiaries be engaged in both pre-harvest (aquatic ecosystem management) and harvesting capacity. Additional measures include restoration of breeding /spawning grounds; rehabilitation of critically degraded ecosystems/upstream watersheds; management of invasive weeds at selected locations; and the rehabilitation of centralized fish landing facilities including dockyards and slipways for regulated offshore fishing units ;
  • Component 2- Aquaculture Development – will promote commercial aquaculture ventures, integrated pond-based aquaculture systems and various pilots in selected areas as an adaptive measure to the changing offshore fisheries. The component will target profitable aquaculture ventures especially by SMEs led by women and youths as individuals or cooperatives. The production systems will utilise formulated feeds, quality fingerlings from intensive land‐based hatcheries, and support the genetic improvement research programme ;
  • Component 3: Fish Value Chain Strengthening – This component aims at strengthening the fish value chain approach in order to advance market-oriented development to reduce post-harvest loss and promote skills for men, women and youth in the fisheries and aquaculture sector. A special consideration will be on the existing small and medium entrepreneurs (SMEs) to graduate to medium or large-scale category so that they are able to expand their businesses and employ other people. The component will entail supply of cooling facilities for storage such as cold rooms, installation of ice plants in key landing sites and markets; and provision of refrigerated trucks for transportation of fish to markets ;
  • Component 4- Project Coordination, Monitoring and Evaluation: The objective of this component is to strengthen project implementation, coordination and monitoring and evaluation capacity. This component will ensure effective implementation of the project based on a set of target indicators. Monitoring and Evaluation framework will be developed to guide assessment of progress on monthly, quarterly and annual basis. Steering and technical meetings will also provide appropriate platform for monitoring of the project. Periodic evaluation will be conducted to assess effectiveness and efficiency of the project design by focusing on how the project is achieving its objectives against the set targets.
  1. Procurement of Goods, Works and Services :

Procurement of goods and/or works will be in accordance with the Bank’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. All procurements methods will be in the forms of International Competitive Bidding (ICB), National Competitive Bidding (NCB), Short-listing and Shopping using the relevant Bank Standard Bidding Documents. Project activities are expected to start in January 2020 and procurement activities will be published accordingly
