INDIVIDUAL CONSULTANCY SERVICES FOR TECHNICAL ASSISTANCE AND CAPACITY

STRENGTHENING FOR TANROADS – FOUR (4) PROCUREMENT EXPERTS

  1. BACKGROUND :

The Government of the United Republic of Tanzania has received financing from the African Development Bank in various currencies towards the cost of the Multinational: Rumonge – Gitaza (45 Km) and Kabingo – Kasulu – Manyovu (260.6 km) Road Upgrading Project and intends to apply part of the proceeds of the loans for eligible payments under Contracts for Individual Consultancy Services as Procurement Experts for Technical Assistance and Capacity Strengthening for the Tanzania National Roads Agency (TANROADS) – four (4) positions.

TANROADS, an Agency of the Ministry of Works, Transport and Communication is therefore looking for dynamic, motivated, creative and open-minded Individual Consultants to cover for the positions.

  1. DUTIES AND RESPONSIBILITIES :

The duties of the Individual Consultants, among others, will include consultancy services on procurement of Works, Goods and Consultancy Services and enhancing procurement capacity of TANROADS staff in the course of procurement and implementation of projects under AfDB financing and other Development Partners.

Successful Consultants will report to the Director of Procurement and Contracts and work closely with the Directorate’s staff to accomplish specific task components.

  1. QUALIFICATIONS AND EXPERIENCE :

The desired attributes for the position are :

  1. Education : She/he must have a minimum degree in Civil Engineering, Construction Management, Quantity Surveying or Procurement from recognized reputable Institution. A postgraduate degree in Procurement Management (Project or Contract) will be an added advantage ;
  2. General Professional Experience : She/he must have minimum of ten (10) years cumulative experience in civil engineering infrastructure projects; and

Specific Experience :

  • She/he must have participated in procurement of Works, Goods, Services and associated elements for infrastructure projects for not less than five (5) years in the last ten (10) years ;
  • She/he have experience in preparation of Contracts and Contracts management for not less than five (5) years in the last ten (10) years ;
  • She/he must have knowledge of Multilateral Banks procurement guidelines and regulations for not less than five (5) years in the last ten (10) years ;
  • She/he must have a working experience of at least 3 years in Sub-Saharan Africa; and
  • She/he should be proficient in both written and spoken English.

Evaluation of the above qualifications and experience will be done on the following criteria and scores :

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s: Procurement Policy Framework dated October 2015, which is available on the Bank’s website at www.afdb.org

  1. DURATION OF THE ASSIGNMENT :

The services will commence immediate after signing the Contract. The assignment shall be for a period of twenty-four (24) months, renewable up to a maximum of thirty-six (36) months.
