Background :

WFP as the lead agency of the Logistics Cluster is mandated by the inter-agency standing committee (IASC) to complement and co-ordinate the logistics preparedness activities and capabilities of the member countries and co-operating humanitarian agencies, both before and during large-scale complex emergencies and natural disasters.

The Global Logistics Cluster (GLC) 2016-2021 strategy includes a special focus on preparedness and on strengthening the response capacity of national actors. The preparedness programme will concentrate on 24 identified disaster-prone countries, providing support for national logistics preparedness embedding a preparedness platform development in country-targeted Logistics Cluster Preparedness activities. Mozambique is one of these 24 countries.

Strategic priorities :

Phase 1 : Strategic Priority: Mapping existing capacities and activities, network engagement and expansion of supply, logistics and other stakeholders

Objective : Preparedness Coordination, Information Management, Capacity Mapping and Data Preparedness

Project Activities : Streamline GLC preparedness goals with country specific preparedness strategy within country context towards a specific activity planning

throughout project phase. Establish/continue coordination and information management and preparedness data gathering and validation mechanisms.

Phase 2 : Strategic Priority: Assessment and analysis

Objective : Scenario development (based on risk analysis) – Assess disaster impacts on capacities and infrastructure (gap analysis)

Project Activities : Embed Logistic Cluster preparedness tools and platform into national preparedness context towards ownership by national authorities

Phase 3 : Strategic Priority: Response planning and capacity strengthening

Objective : Localized capacity strengthening, response planning and advocacy. Support Governments and stakeholders to address gaps and identification of organisations and local actors best placed to address gaps

Project Activities : Plan, coordinate and conduct workshops, trainings and lessons learnt activities in an empowerment-focussed manner to gradually hand over to an autonomous national authority-owned process.

Phase 4 : 

Strategic Priority : Monitoring and evaluation

Objective : Impact monitoring, project proof of concept, continuous improvement, standardization and quality control of outputs including learning and knowledge management

Project Activities : Develop country specific LogFrame with measurable key performance indicators, measure at project start, end and appropriate intervals, monitor and report on project performance and outcomes

Position outputs and deployment framework :

Develop and implement the Logistics Cluster Preparedness project and activities as part of efforts to support existing and build further national capacities and stakeholder networks, aimed at raising the level of emergency preparedness in a local empowerment-focussed setting. As part of the Global Logistics Cluster Preparedness strategy, align current special operation preparedness objectives and further preparedness activities with in-country preparedness planning and co-develop, test and run logistics preparedness tools, and guidance to improve outputs for further mainstreaming.

In this framework, the position is representing the GLC preparedness activities in country, which includes all Logistics Cluster partners and stakeholders, to be coordinated and aligned with WFP, national disaster management authorities’ and partner’s preparedness activities.

With WFP country office hosting the administrative environment, the incumbent is fully embedded in administrative and further WFP regulations, implied by the WFP working contract.

 Core deliverables :

• Coordinate with the “national log cluster” (national coordination body lead by the Government of Mozambique) officer, national log cluster platform and perform/contribute to furtherance of the logistics sector activities in alignment with national priorities, WFP’s country strategic plan (CSP) and global log cluster’s priorities ;
• Initiate and maintain regular Logistics Sector preparedness Working Group meetings ;
• Build strategic cooperative relationships with humanitarian and development actors, Government actors, and private sector actors in the country/region ;
• Conduct scenario planning, preparedness planning and response planning activities with multiple partners ;
• Conduct preparedness information management with partners, using existing tools and developing/testing new tools as required ;
• In case of a Logistics Cluster or Sector operation ;
• Support the activation phase by briefing, operational network establishment and initiation/consolidation of EPRP related activities ;
• Support the ongoing operation with guidance, network relations and information provision ;
• Support the phase out and closure of the operation, especially focussing on lessons learnt and to maintain country related operational knowledge and information.

Key general duties :

• Act as the primary Logistics sector focal point for GLC preparedness initiatives undertaken with partner organisations (including international, regional and national humanitarian organisations, NDMO’s, and private sector actors) ;
• Implement the Logistics Cluster preparedness Platform on national level by means of data sourcing, validation, information management, platform implementation and training activities and contribute to the overall platform development process ;
• Assume the role of first wave responder in the event of an emergency, using and expanding the network built during preparedness activities and guiding on the incorporation of preparedness initiatives into operational response planning ;
• Design a clear response plan and structure alongside partner stakeholders. This should include establishing a clear coordination structure, agreements amongst all stakeholders for roles and responsibilities in response planning and implementation, designing appropriate SOPs, and addressing relevant MPAs and APAs ;
• Ensure that all preparedness plans and initiatives take on a ‘whole of society’ approach, including all local actors to increase local supply chain resiliency ;
• Support and communicate preparedness initiatives at global and regional levels ;
• Conduct field testing of mapping and analysis tools in development, providing input to the Preparedness Webpage and Platform for designated countries ;
• Strengthen Early Warning capacity and provide inputs for any relevant operational planning, and analyse trends of supply chain risk using these tools ;
• Coordinate closely with officers undertaking relevant Logistics Capacity Assessments ;
• Further activities as required.

Capacity development duties :

• Support Country Office and whenever feasible and necessary for the project activities support the country offices within the region in designing policy level and implementation level frameworks to support National Disaster Management Organisations (NDMOs) ;
• Map and explain the National disaster mitigation and management structure, and then support this operational structure with logistics response planning ;
• Provide regular preparedness training, workshops and preparedness/response simulations as required, in line with ensuring capacity of all stakeholders.

Knowledge management & monitoring, learning and evaluation duties :

• Contribute and support knowledge management initiatives related to emergency preparedness, including communities of practice initiatives  ;
• Liaise with IM/IT officers to update the Preparedness Platform with data as required ;
• Support the formulation and carrying out of the MLE framework and activities.

Reporting line :

• WFP Country Office, Mozambique : The incumbent will report to the Preparedness Expert and under overall guidance of the Head of Supply Chain and directly support the Logistics Cluster/Sector Coordinator (if activated), where applicable ;
• Global Logistics Cluster, WFP Headquarters : The incumbent will liaise with and report to the GLC designated preparedness coordinator, or nominated preparedness desk officer for all activities related to the platform development project and to ensure alignment with global preparedness initiatives, including regular information sharing and updates in coordination with the Head of Supply Chain and Emergency Response Preparedness.

Standard minimum qualifications and experience :

Education : Advanced university degree in international relations, political science, humanitarian action, logistics & supply chain, or a closely related field; or the equivalent combination of education and experience.

Experience : a minimum of 2 years of professional experience including: working in an international context; responsibility in a planning role. Previous experience in emergencies, Disaster Risk Reduction (DRR), capacity building. Exposure to the cluster system and the logistics cluster is important.

Language : Fluency in oral and written English and Portuguese

Other specific job requirements & skills :

• Ability to make a positive contribution in a team-based environment and to work under tight deadlines with minimum supervision;
• Experience in humanitarian response planning ;
• Superior English research, analysis and writing skills ;
• Excellent interpersonal and communication and facilitation skills with the ability to lead large cross-cultural group exercises, with a level of communication suitable to build and maintain relationships with high-level officials and government counterparts ;

Terms and conditions :

Duration of assignment : 1 year renewable contract

• Net monthly salary range: USD 2,165-00 to 3,032-00 (Salary is determined by qualifications, skills, experience & current earnings) ;
