DESIGN, SUPPLY, DELIVERY, INSTALLATION AND
COMMISSIONING OF “PUMA2015 and MESA E-Station
(Updated PUMA 2015 and MESA).

- This Invitation for Bids follows the General Procurement Notice (GPN) for the Satellite and Weather Information for Disaster Resilience in Central Africa project (SAWIDRA-AC) that appeared on-line on the African Development Bank Group’s website on March 2019 ;
- The Economic Community of Central Africa States (ECCAS), based in Libreville-Gabon, has received financing from the African Development Bank through the ClimDev Special Fund to support the cost of the SAWIDRA-AC project implementation. It is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for “Design, supply, delivery, installation and commissioning of “PUMA2015 and MESA E-Station Updated PUMA 2015 and MESA)”;
- SAWIDRA-AC now invites sealed bids from eligible bidders for the procurement of “Design, supply, delivery, installation and commissioning of “PUMA2015 and MESA E-Station (Updated PUMA 2015 and MESA)” which includes.
Economic Community of Central African States :
- One Full PUMA 2015 station (including the antenna and LNB), as specified below in this document ;
- One MESA station connected to the same antenna and LNB that is the one delivered under item 1) ;
- One week training in Douala for 15 persons on PUMA 2015 applications software ;
- One week training in Douala for 15 persons on the PUMA and MESA system administration ;
- Under item 3) and 4), the trainees will be invited by the CAPC-AC (contracting authority) ;
- Seven (7) working stations, apart from PC1, PC2 and PC3 ;
- Installation.
- International Competitive Bidding will conducted in accordance with the Bank’s Rules and Procedures for Procurement of Goods and Works, and, specifically, through “Single Stage” Bidding Procedures ;

- A complete set of Bidding Documents may be purchased by interested bidders upon the submission of a written application to the said Executing Agency, and upon payment of a non-refundable fee of € 50 (Fifty euros) ;
- The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Plant Design, Supply, and Installationdated September 2010, revised February 2018 ;
- Bids must be delivered to the above physical office address before 11:00AM Cameroon Time on November 18th, 2019 and must be accompanied by a bid security of € 2,500 (Two thousand five hundred euros) ;
- Bids shall remain valid for 120 days after the deadline for bid submission prescribed.
