REQUEST FOR PROPOSALS FROM INDIVIDUAL CONSULTANT

 

Dear Sir/Madam,

  1. The Vice Presidency for Private Sector, Infrastructure and Industrialization PIVP of the African Development Bank invites you to submit a technical and financial proposal to work as a Consultant for Digital Economy and Partnership. The Consultant will lead the formulation of the Bank’s Digital Economy Action Plan/Approach Paper and Partnership framework to implement the plan ;
  1. You are requested to submit your technical and financial proposals in writing, not later than Friday 4th October 2019 at 5:00pm (GMT) to the address indicated in paragraph 9 below ;
  1. The expected duration of the assignment is six (6) months. The venue of the assignment will be Abidjan, Côte d’Ivoire ;
  1. You will find in Annex I, the Terms of Reference (TOR) showing the scope of the assignment to be conducted and the services requested from the Consultant. You are expected to comment on the TOR of the assignment with clear and concise proposal on how you plan to execute the tasks therein. State your relevant experience and send updated Curriculum Vitae. In addition please submit a financial proposal with a monthly lump sum rate ;
  1. The proposal to be submitted by the consultants will be evaluated on the basis of the following criteria:

a)General qualifications and specific experience related to the assignment30%
b)Experience in the specific job as related to the TOR25%
c)Adequacy of the proposed methodology in responding to the TOR20%
d)Knowledge of all or some of the sectoral issues in Africa15%
e)Demonstration of language skills10%

  1. Only Consultants scoring a mark of 75 points or more will be considered for the assignment. All Consultants will be ranked and first on the list will be selected for the assignment given that his/her fee rate is within the budget ;
  1. The Consultant shall meet the cost of any insurance and medical examination or treatment required by him/her in the course of performing the Services ;
  2. The Consultant shall seek and obtain any visas or resident permits that he/she may require to carry out the Services and perform his/her obligations under the present Contract. The Bank shall, as necessary, assist the Consultant in obtaining such visas and/or permits ;
  3. If you decide to submit a proposal, it must be received at the place designated for receipt of proposals not later than the closing date indicated in paragraph 2 above ;
  4. Kindly submit your proposals by at the venue indicated or by email before the closing date and time indicated in paragraph 2 above. Any proposal received after the closing date and time shall be rejected. Your proposal should be submitted to the following email address: AMOUZOU@AFDB.ORG and copied to E.HOUNGUE@AFDB.ORG ;
  5. If you are unable to submit a proposal, please inform us as soon as possible by email ;
