Background :
Innovation in WCAR :
Countries across WCA region are implementing over 110 innovations in diverse ways. However, documentation of lessons, failures, and what is works and effective is not captured and shared systematically. It is recognized that WCA countries are at different levels of applying innovations to accelerate the key results for children. Information and knowledge on the application of innovation and results achieved has to be accessible by countries for review, replication and uptake / adoption of approaches. This will require additional documentation efforts to facilitate progress in knowledge-sharing and learning across the region.
Child-Friendly Communities :
UNICEF WCARO is supporting implementation of numerous multisectoral and integrated MNCAH (Maternal, newborn and child health and Adolescent health) initiatives and interventions, including regional and /or country innovative pilots and demonstrative projects, in diverse settings and programmatic environments. One recent example is the UNICEF-supported Child-Friendly Communities (CFC) approach with a Real-Time Monitoring (RTM) component which aims to address the overlapping multiple deprivations of children using community platforms as the primary entry point for the delivery of a multi-sectoral integrated package of prenatal, neonatal and preventive and curative interventions to all children. This includes health, nutrition, early childhood development (ECD), water, sanitation and hygiene (WASH), protection, and Communication for Development (C4D) interventions to women, newborn, children and adolescents. Innovation and new technologies are a major focus in the implementation of CFC/RTM to ensure that key system elements for timely and effective delivery of the package of interventions are strengthened.
How can you make a difference
Objectives :
Even though pilots or demonstrative innovations are present in almost each country program in the Region, these experiences haven’t been thoroughly documented for accountability and organizational learning. Identifying key drivers for scalability of a pilot or demonstrative project is critical to UNICEF work. The main purpose of the Knowledge Management consultancy is to improve documentation and knowledge sharing of CFC Child-Friendly Communities (CFC) approach. More specifically, the consultancy will cover four main aspects of learning around CFC approach :
- learning while doing to feedback into programs ;
- learning from each other to improve programs ;
- learning for replication and scaling and ;
- learning about how we learn.
Scope of work :
Key activities of the consultant include :
- Develop a fully operational knowledge management action plan in which relevant data information and knowledge on MNCAH with special focus on CFC-RTM, are systematically acquired, continuously analysed, upgraded and disseminated internally and externally to partners, donors, media and other stakeholders as appropriate. The specific products will be outlined as part of the knowledge management strategy and implementation plan in consultation with project colleagues, together with a clear timeline for development ;
- Coordinate with WCARO Information Technology (IT), New York Information Technology Support Services (ITSS) and Learning and Knowledge Exchange unit in New York to setup an interactive community platform that is integrated into existing online tools, e.g. SharePoint and Yammer, and is customizable in the Cloud; organize the virtual platform and actively contribute content to the platform and provide training and support to users. Ensure the platform is kept up to date and functional, as well as foster its evolution by collating and acting promptly on user feedback ;
- Oversee capacity building and support (regional and country level) for internal knowledge acquisition, management and sharing; ensure relevant communities of practice are developed and strengthened ;
- Assist in the scanning, production and compilation of regular e-newsletter campaigns and blogposts, including through secondary research and analysis, synthesis, writing, and packaging of information using electronic communications campaign tools.
Expected results: (measurable results) :
- A KM action plan is developed in collaboration with KM officers in countries, WCARO and relevant staff in Florence/New York Headquarters ;
- Setup and regularly maintained CFC-RTM SharePoint collaboration site, including up-to-date information and knowledge-base that is accessible to all UNICEF staff ;
- Produce knowledge and communication products through systematic scan, synthesis, and packaging. Products include regular e-newsletters, blog posts, videos, alerts, special announcements and other internal communication and outreach products ;
- Essential integration and alignment of CFC-RTM KM tools with corporate-wide IT provisions and developments, such as new knowledge exchange products, digital strategy implementation, and other content management systems developments.

Profile Requirements :
- Advanced University degree and at least five years of working experience in knowledge management, organizational learning, evidence synthesis, journalism, communication, research, policy or other related fields ;
- Excellent analytical, conceptual thinking and writing skills ;
- Excellent networking and partnership brokering skills and experience managing communities of practice ;
- Extensive experience managing SharePoint and Yammer platforms or equivalent including experience of content management systems, facilitation and moderation of online communities of practice ;
- Extensive experience in evidence-informed advocacy and/or evidence informed policymaking processes ;
- Experience of incorporating adaptive learning techniques into project cycle management processes ;
- Extensive experience working with UNICEF or other UN agencies is desirable.
Administrative issues :
The consultant will use own equipment (computer, digital voice recorder etc.) to produce the documentation. Monthly payments will be linked to deliverables.
