Standard minimum qualifications :
Education :
Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Languages :
Working knowledge (proficiency/Level C) of English.
Job purpose :
WFP’s Programme in South Sudan aims to reach more than 5 million people each year with both emergency and recovery assistance. WFP provides food and nutrition assistance for populations in crisis and delivers safety net programmes such as food assistance for assets, purchase for progress, and food for education to food insecure people in more stable contexts. In all its programmes WFP seeks to employ the most efficient, effective and appropriate transfer modalities, whether through in-kind food, Cash Based Transfers (CBT), or capacity development, and to do so in as transparent and accountable way complementing partners’ efforts.
WFP South Sudan currently provides CBT to close to 900,000 beneficiaries with USD 4 million on a monthly basis. In areas where markets are functioning, or can be supported to effectively deliver cash assistance, WFP will scale-up its CBT interventions given the positive impacts it has on beneficiary empowerment and choice, diversification of diets, efficiencies, and local markets. WFP is also co-chairing the Inter-Agency Cash Working Group together with a non-governmental organization. WFP is increasingly utilizing the corporate SCOPE system for beneficiary and assistance transfer management, and is increasing biometrics registration and authentication of beneficiary identities through biometrics checks in order to improve accountability and quality of the programmes.
In all this work development of partnership with UN, NGO and governmental agencies is essential so that the analysis, good practices and information can be effective shared for the common benefit of the humanitarian community.
Digitizing transfer and beneficiary data, and digitalizing assistance processes, and partnering in this with a wide range of agencies, requires careful consideration of which data is collected and how data is acquired, used, stored and shared. This in order to protect data and uphold individuals’ privacy and dignity, adhering with the principles of data protection.
The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are seeking a Programme Policy Officer, to be based in our Country Office in Juba, South Sudan.
Key accountabilities (not all-inclusive) :
Under the supervision of the Head of Innovations, the External Partnership Officer will lead and support partnership discussions, negotiations and planning in all work related to corporate SCOPE system work and collaboration, and particularly concentrate in the following tasks:
- Map out existing opportunities for WFP to partner and collaborate with other agencies for increased digitization of beneficiary data and transfer management and draft a clear work plan to ensure timely and cost-effective results in accordance with WFP’s Country Office strategies.
- Build and maintain effective relationships with member states, UN agencies, NGOs, the host government and other partners, in order to keep them informed on important, strategic and operational WFP objectives.
- Identify opportunities to develop new and existing synergies with other UN agencies, NGOs and governmental instances, and make suggestions to Senior Officers in order to support more effective and efficient approaches to food assistance.
- Represent WFP in inter-agency fora to ensure that WFP positions are properly explained and taken into account in decision making in order to increase WFP’s profile and to protect its interests.
- Prepare & provide partners with information on WFP’s strategy, design, relevance and impact of programme to advocate the work of WFP and develop joint information advocacy documents.
- Communicate back to WFP relevant discussion and feedback on activities and issues of priority to WFP, gathered from partners to better engage with partner discussion, and inform future activities.
- Participate in the implementation of relevant inter-agency initiatives which have been prioritized corporately, providing central resources in order to contribute to sustainable change.
- Develop and disseminate guidance and good practice documents on Data Protection and Privacy, related to the area of work, to be implemented by WFP and partners.
- Contribute in development of training materials and conduction of trainings on data protection and privacy for WFP and partner staff in order to raise awareness on the topic.
- Develop the Country Office data protection risk register for the use of SCOPE and beneficiary and transfer data collaboration.
- Support the establishment and facilitation of a cross-functional Data Protection Working Group in Country Office.
- Support Country Office in conducting Privacy Impact Assessments and regularly review its progress and validity together with Activity Manager and other stakeholders, and reporting on it to Senior Management.
