Context :
This request for expression of interest follows the General Procurement Notice for this project that appeared on the African Development Bank Group’s Internet Website (www.afdb.org) 16th August, 2018
The International Livestock Research Institute (ILRI) is implementing the TAAT Livestock Compact, financed through a grant from the African Development Bank toward the cost of the Technologies for African Agricultural Transformation (TAAT) Program and intends to apply part of the proceeds for this grant to facilitate payment for a consultant- for Development of AfDB Livestock Flagship Strategy Document.
ILRI is recruiting a Consultant to support the development of a Strategy Document for the AfDB Livestock flagship. This document constitutes a working document developed in consultation with stakeholders and the Task Working Group, and facilitates the scaling of robust, well-formulated and implemented livestock development program in ADF and ADB countries.
The Consultant is expected to develop TORs of the Technical Working Group (TWG) in collaboration with all stakeholders; Develop the draft AfDB Livestock Strategic document for discussion with the TWG and key stakeholders; Ensure and validate the agreement between AfDB and the TWG on modalities and mechanism of operationalizing the collaboration; Organize briefing, informative and virtual (Skype, phone calls etc.) sensitization consultations with the TWG members; Coordinate every aspect of planned meetings/sessions leading to the production of the final Livestock Flagship Strategy document and the organization of conferences; Develop mechanisms for the regular updating of ILRI on the consultation progress, as well as means to addressing challenges in preparation for the next session; Facilitate the production of the final document; Create a warm and friendly atmosphere for participants; Organize the validation workshop and the consolidation of the final document after the Workshop.
The consultant should have Master’s degree or equivalent in Communication, knowledge management, international relations, public administration or related fields. A related agricultural degree will be a distinct advantage. The consultant should demonstrate prior experience in managing and executing high-level International multimedia visibility conferences; A minimum of five years of progressively responsible experience in related fields especially applied to developmental issues, with proven communication and advocacy strategy skills through public presentations; Knowledge of agricultural/livestock issues in Africa, focused on the support of regulatory and policy advocacy on regional and continental standards; Familiarity with event and knowledge management platforms and moderating e-discussions; handling of sensitive situations involving a wide range of audiences; Demonstrated awareness of stakeholder engagement around flagship initiatives;
ILRI now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultant must provide comprehensive curriculum vitae information indicating that they are qualified to perform the services including a description of similar assignments done and experience in similar conditions.
A consultant will be selected in accordance with the procedures set out in the Bank’s October 2015 edition of the Bank’s Procurement Policy framework 1.The assignment is based in Nairobi Kenya, for 50 working days during a six (6) month period and is expected to start on the date of signing the agreement or 1st October 2019 whichever is earlier. Payment is lumpsum.
