Background and Justification :

The National Assembly in partnership UNICEF, will be convening the 5th Session of the Children’s Parliament of Namibia from 19 – 23 August 2019, in Windhoek. The theme of the 5th session is « Engaging Young People in the Legislative Process » .

As participation strategy for CRC30, the Children’s Parliament, which has been dormant for 6 years, will have an opportunity to increase awareness and understanding of the CRC among children and young people in their national context.

The Children’s Parliament as the mouthpiece of children and young persons in Namibia will have the opportunity to solicit their voices on key issues that needs to be addressed by government and political leaders. They can further lobby to empower children and youth to know and claim their rights, to inform policy advocacy through their insights into the threats and opportunities for future childhoods and become active agents for change in their own societies.

The 5th session of the Children’s Parliament will involve a total of ninety-one (91) learners from 13 regions of Namibia. All sessions will be chaired by the Speaker of the Children’s Parliament chosen at the beginning of each meeting by all participants and the proceedings follow the guidelines and rules governing the Namibian National Parliament.

It is against this background that we are seeking a conference rapporteur to document and report on the daily proceedings, produce daily newsletters with the highlights of the sessions, develop a communique and final report.

The Children’s Parliament’s sessions and meetings will be held between 8am and 6pm each day Monday-Friday.

 

Scope of Work :

Goal and Objective :  The rapporteur will work closely in consultation with the UNICEF technical team and Namibian Parliament to document and report on the daily proceedings, produce a daily news letter with the highlights of the sessions, develop a communique and final report.

Based on the background information and technical input from the UNICEF Communication Team and National Assembly, the rapporteur is required to carry out the following deliverables:

Desired profile :

Education :

A Bachelor’s degree in Communication, Social Sciences or other relevant qualification.

Experience :

A minimum of 2-3 years of professional experience in writing and compiling meeting/workshop reports.

Desired Skills :

  • Excellent communication skills – written and spoken English including experience in writing and compiling meeting/workshop reports ;
  • Awareness and/or experience with UNICEF’s activities in Namibia ;
  • Familiarity with the situation of children as well as the proceedings of Parliament in Namibia ;
  • Knowledge of Namibian socio, economic and political background is an asset ;
  • Competent with digital technology .

 

Administrative issues :

The consultant will work closely with the Namibian Parliament and UNICEF technical team. Expectations on the format, content, and detail of the communique’ and a final report will be discussed and agreed by the end of the first week of sessions, in writing.

The consultancy is based on an estimated number of 10 days work within a period of twelve (12) days, starting Monday, 19 August and finishing Friday, 30 August 2019 – when the final deliverable is due. The actual capturing of the seminar will be done on the five days of Parliamentary sessions, from 19 to 23 August 2019. The remaining days are set aside for writing, editing and finalizing the remaining deliverables. The consultant will not be provided any equipment, office space or other services by UNICEF.

The consultant is expected to familiarize her/himself with the topics under discussion to be able to adequately capture the discussions and proceedings.

A one-off payment will be made upon satisfactory delivery of all approved deliverables as indicated.

« As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 percent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary ».

Proposals should be submitted by 11am, Friday, 16 August 2019

  • A cover letter, no longer than 2 pages, and curriculum vitae showing how the consultant meets the required qualifications, experience and expertise ;
  • Technical proposal, no longer than 3 pages, highlighting the methodology, clear milestones against specific timeframes leading to the event, logistics and resource to be used for the assignment ;
  • A daily fee which includes all costs as per above. Applications submitted without a daily fee/ rate will not be considered.
