Job purpose :

WFP’s Programme in South Sudan aims to reach approximately 5 million people each year with both emergency and recovery assistance. WFP provides food and nutrition assistance for populations in crisis and delivers safety net programmes such as food assistance for assets, purchase for progress, and school meals to food insecure people in more stable contexts. In all its programmes WFP seeks to employ the most efficient, effective and appropriate transfer modalities, whether in-kind food, cash-based transfers (CBT), or capacity development.

WFP South Sudan currently provides CBT to more than 900,000 beneficiaries monthly, with transfers equivalent to USD 4 million per month during the lean season. In areas where markets are functioning, or can be supported to effectively deliver assistance, WFP will scale-up its CBT interventions given the positive impacts it has on beneficiary empowerment and choice, efficiencies and local markets. WFP is increasingly utilizing the corporate SCOPE system for the beneficiary information management with aim to enhance biometrics registration and authentication of beneficiaries, as well as the collection and analysis of beneficiary information in order to improve programmes.

The United Nations World Food Programme is the world’s largest humanitarian agency, fighting hunger worldwide. We are seeking a Programme Policy Officer (Short Term Professional, P3 level), to be based in our Country Office in Juba, South Sudan.

 

Qualifications :

Education:Advanced University degree in economics, business, accounting, statistics, or any field relevant to international development assistance
Language:Working knowledge (proficiency/Level C) of English
ExperienceFive years or more postgraduate professional experience in designing and implementing cash transfer programmes in partnership with national government counterparts, private sector, NGOs and civil society. A minimum of seven years of experience is necessary in lieu of an Advanced University degree.

Key accountabilities :

  • Supervise CBT Team and provide technical support on the day-to-day implementation of CBT programmes including operational issues, awareness raising on programme objectives and procedures, interaction with programme stakeholders and coordination ;
  • In collaboration with other Programme teams, identify where CBT programmes can be usefully employed and provide support for planning, formulation and implementation of the programmes ;
  • Provide technical support to other functional units, WFP’s Field Offices and partners to ensure smooth planning, preparation and implementation of CBT programmes ;
  • Support the development, improvement, and dissemination of country level operational guidance, standard operating procedures and training tools for CBT programmes ;
  • Support in the preparation and dissemination of timely analytical and critical reports, publications, and advocacy documents for internal and external use on CBT programmes in order to enhance evidence-based knowledge and outcome result orientation in the programmes ;
  • Organize and coordinate Internal Cash Working Group in collaboration with all participating units in Country Office ;
  • Actively participate, and oversee WFP’s co-lead, in the Inter-Agency Cash Working Group in order to contribute in knowledge building and improve inter-agency coordination on cash programming ;
  • Identify lessons learnt and best practices in WFP’s CBT programmes for further use in WFP’s programmes, as well as for the use of Inter-Agency Cash Working Group ;
  • In liaison with the project implementation parties, continuously evaluate the efficiency, effectiveness and risks related in the CBT programmes in order to recommend ways to improve WFP’s programmes ;
  • Contribute in resource mobilization efforts of WFP projects, and follow up the resource situation of projects, informing and seeking advise from senior colleagues regularly ;
  • Support in ensuring the best use of assigned financial resources for achieving the set objectives ;
  • Ensure the programme remains compliant with all WFP policies and procedures.
