Job Description

IRC Sierra Leone is requesting support whiles deploying Integra during the period June 2019 – September 2019. At the same time as deploying Integra, the country program is hiring staff to its Supply Chain Leadership positions. Key functions will be to providing leadership and support to the supply chain unit to support supply chain business continuity whiles mentoring the new Supply Chain Manager and Supply Chain Coordinator by conducting on-site induction training and orientation for them so that they come up to speed in time to transition to Integra operations. Some travel to provide technical support to the field based Supply Chain staff may be necessary. The scope of work includes:

• Provide training and orientation to the new Supply Chain Manager and Supply Chain Coordinator in line with their respective JDs, IRC policies and SOPs, and in handling compliance concerns such as checks, documentation and complaints.
• Mentors and works with the new Supply Chain Manager and Supply Chain Coordinator to develop technical and managerial skills to assume their new responsibilities.
• Support the activities in the IPD Integra Supply Chain Pre deployment checklist tool in conjunction with the Supply Chain Coordinator Rover to support a timely Integra GoLive.
• In conjunction with the new SC leadership, provide day-to-day supervision and support to SC staff including supervision of the Procurement, Assets, Warehouse and Transport Officers.
• Provide advice and recommendation to the DDO and RSCD on the structure of the unit, on staff development, and review of job descriptions where necessary in line with the transition to Integra.
• Support ongoing SC activities ensuring effective management of SC systems supporting the design and implementation of quality programming without compromising compliance including but not limited to the following:
  • Local and international tender processes for program activities
  • Asset Disposal processes
  • vehicle management in light of the growth in staff and programs to ensure fair distribution of vehicles to all field sites based on actual needs  
  • Provide guidance and recommendations for the development of a training plan for the team of drivers focusing on vehicle safety and defensive driving
  • Commencement of new MPA/MSAs process and ensure that the MPA/MSA tracker is in place and align with the transition to Integra
  • Collaborate with the SC Coordinator, the Senior Heath Coordinator and the Global Pharmaceutical in ongoing actions to increase the number of local pharma suppliers as per SOPs/global processes.
  • Work with Supply Chain Coordinator Rover and the new SC leadership to complete and consolidate the procurement plans for all active grants
  • Provide support to the SC/Asset Officer on challenges with the asset master List including synchronization of the Asset register with the Master Asset List and preparation for transition to Integra

Qualifications :

• At least one year work experience in a supply chain management or logistics leadership position with IRC
• Experience managing country program teams with a diverse portfolio; knowledge of major donors (including USAID/OFDA/DFID, UN Agencies).

Skill and Abilities :

• Strong computer competency with word processing, spreadsheets, databases, and other IT skills.
• Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious teams in cross cultural context.
• Strong diplomatic skills.Ability to establish good working relationships with partners, donors and other stakeholders in a sensitive environment.
• Mechanical/electrical knowledge with vehicles, generators water pumps and other electrical/mechanical equipment is an advantage.
• Experience in procurement management
• Ability to write narrative and analytical spread sheet reports
• Ability to plan, prioritise, coordinate and perform multiple tasks simultaneously.
• Ability to work under pressure and to meet deadlines.
• Spoken and written fluency in English desired.
