Job Summary :

The Senior Technical Officer, Youth SRH and HIV Prevention is a technically focused position within the Technical Leadership and Program Optimization (TLPO) team. The TLPO team is one department within EGPAF’s Medical and Scientific Affairs (MSA) unit, which is responsible for technical direction, program implementation, operational research, and monitoring and evaluation at the Foundation.  The TLPO team is comprised of technically-focused staff with experience and expertise in a range of HIV-related subject matters, including PMTCT, prevention, care and treatment, advanced HIV disease, TB, community engagement, health systems strengthening, and local organizational development, among other areas. The TLPO team works in close coordination with other departments within the MSA unit, as well as EGPAF’s 13 country programs.

This position will support the TLPO team:

  1. To provide high-quality technical assistance to EGPAF country programs and external agencies, such as governments and NGOs, across youth HIV prevention areas, especially sexual and reproductive health (SRH) services at facility and into the community for 15-24 year olds;
  2. To identify, help design, package and document evidence-based, effective programmatic approaches, pilot learning, and best practices in youth SRH and HIV prevention for scale-up in EGPAF country programs and external information-sharing;
  3. To support the implementation of select centrally managed EGPAF awards serving youth with HIV prevention, SRH at community and facility levels.

The Senior Technical Officer, Youth SRH and HIV Prevention is responsible for supporting the Foundation to further scale youth SRH and HIV prevention services for this heterogeneous and dynamic cohort, growing up, in and out of school, and as they start their own families. This will include, but is not limited to: 1)  Serving as the global technical point person for youth SRH and HIV prevention, which includes maintaining a working knowledge of EGPAF’s work in youth SRH and HIV prevention;  2) supporting EGPAF projects to optimize youth HIV prevention approaches; 3) providing responsive technical assistance to EGPAF country teams and external agencies; 4) working in teams and across departments to facilitate continuous learning in youth SRH and HIV prevention; and 5) documenting and disseminating proven approaches from EGPAF programs. To facilitate this work, the Senior Technical Officer, Youth SRH and HIV Prevention should have and maintain a strong knowledge of emerging evidence and trends as they pertain to this role.

Amongst youth clients who are becoming sexually active and accessing HIV testing services, nearly all will test HIV negative. A key function of this role is supporting the Foundation to operationalize opportunities for SRH integration and HIV prevention generated by large-scale HIV testing and universal ART access. Emerging HIV prevention technologies (PrEP) and programming for young and first time mothers have shown promise. This position will drive results with greater focus on maintaining HIV negative status for youth around testing services, decentralizing integrated SRH programming for youth to community level, and advancing youth-friendly models of care, and self-care.

Experience supporting countries to conceptualize and operationalize youth SRH and HIV prevention programming within projects and at country-level are required for this role. This position will receive technical direction from EGPAF’s post 2020 Foundation Strategy, alongside senior technical staff. The ability to take this direction, communicate with leadership, and consult teams to advance work is important to the success of the applicant.

The Senior Technical Officer, Youth SRH and HIV Prevention will report to the Associate Director, Adolescents and Youth, and based in Washington, DC.

Responsibilities :

  • Work in close coordination with and under the technical direction of EGPAF’s technical advisory committee, the Director, TLPO, and the Associate Director to respond to EGPAF requests and grow EGPAF priorities post 2020
  • Support EGPAF country teams to work with MOH and technical working groups to optimize youth HIV prevention and SRH efforts through the development of pilot activities, updated toolkits and program tools for use within projects and programming
  • Support EGPAF country teams to operationalize improved at the decentralized level through the development of training materials, job aids, manuals, and plans
  • Maintain an up-to-date knowledge of key trends and emerging evidence on youth HIV prevention, SRH (contraceptives, comprehensive sexuality education, integrated services, ANC/PNC, and GBV) and community-based service delivery models
  • Work with EGPAF country teams to identify promising service delivery approaches from EGPAF programs to increase uptake of HIV testing, linkages to care/ART, and retention/adherence
  • Support EGPAF country teams to assess service delivery approaches, and document proven approaches for internal and external dissemination
  • Provide technical assistance to EGPAF programs and external agencies in HIV service delivery
  • Work in close collaboration with members of the TLPO team to maximize synergies across technical areas
  • As relevant, participate in external fora on Youth HIV Prevention and SRH for learning, networking, and to represent the Foundation

Experience and Capabilities :

  • Graduate degree in public health, international development or equivalent area required
  • 10 years of experience working in public health or international development, with at least 5 years of experience working in youth SRH and HIV prevention programming
  • At least 3 years of field experience designing, implementing, and assessing youth HIV prevention programs is required, preferably Africa
  • Strong understanding of the SRH field and HIV epidemic, response, current global priorities, and regional trends is required
  • Demonstrated knowledge of evidence-based HIV prevention, SRH, and community-based services in the African context is required
  • Experience supporting the introduction, adaptation, and scale-up of youth SRH and HIV prevention guidelines and standards in low-resource settings, such as SOPs, training models, and quality assurance
  • Excellent English writing skills, with examples of reports, briefs, training materials, or presentations
  • Ability to work independently, problem solve, manage time, and respond to technical requests
  • Ability to work effectively and collaboratively with a range of staff in the US and Africa, using remote systems such as Zoom, is required
  • Strong analytic and strategic thinking required
  • Ability to travel internationally up to 25% of the time, often in low-resource settings, is a requirement for this position.
  • French or Portuguese language skills will be an added advantage
