Job Summary

CARE is committed to meeting the urgent life-saving needs of women, men, girls and boys affected by disasters and conflict, consistent with CARE’s humanitarian mandate.  Humanitarian and emergency response are core to CARE’s programming and global identity in fighting poverty and to strengthen CARE’s global capacity to deliver high quality programming in key technical sectors with a focus on women and girls. Gender inequalities are recognized by CARE as a critical underlying cause of poverty and social injustice that are found, in different manifestations and dynamics, in the different contexts where CARE works. Gender remains one of the most fundamental sources of inequality and marginalization in the world today. Gender-based discriminations, often exacerbated in crises-affected contexts, need to be analyzed and addressed throughout CARE’s interventions, with the purpose of offering to all affected groups equal opportunities and of empowering women and girls, both socially and economically.

CARE experience has shown that capacity is often stretched beyond its limits by humanitarian disasters and conflict, and that additional senior staff resources are needed to provide program, operational and strategic support to ensure a timely, quality and effective response and to reduce financial and operational risks.  In support of CARE’s Humanitarian Strategy, CARE International is investing in a standing Rapid Response Team, whose members spend up to 65% of their time deployed to the field.   Because of the nature of the work, demands are fast-paced and unpredictable.  This position requires an individual who is very flexible, provides expertise and leadership on gender equality programming at a senior level and who works well within a team.  Experience in integrating gender equality considerations, with particular focus on girls and women’s empowerment, into humanitarian interventions is required.

The Emergency Response Specialist – Gender in Emergencies works with country office and humanitarian teams to leads and coordinate the integration of gender into operational and strategic aspects of CARE’s humanitarian responses.

Key Responsibilities and Tasks

The primary responsibility will be deploying in order to support country office emergency responses and teams to ensure that gender is effectively integrated into humanitarian response planning and programs.   The position will respond to the fluid and changing requirements of Country Offices and involve frequent travel at short notice. Each deployment is expected to be associated with a detailed Terms of Reference developed by the specific country office but, generally speaking, assignments as an Emergency Response Specialist – Gender in Emergencies will require a combination of the following areas of responsibility:

  • Serving as gender specialist on emergency assessment teams
  • Acting as the Country Office Gender Advisor
  • Providing analysis of humanitarian contexts, with an emphasis on gender and GBV in emergencies
  • Assisting emergency teams to design and initiate emergency response programs which appropriately address gender considerations and promote the protection and empowerment of women and girls
  • Assisting the team in the development of a Gender in Brief
  • Guiding and coaching country offices in developing and implementing rapid gender and GBV analysis in emergencies, including “learning by doing” training programs for staff and partners
  • Building the capacity of staff on CARE’s gender in emergencies flagship tools, such as the Rapid Gender Analysis and Care’s gender marker and informing the team on where resources on gender can be found (e.g. Gender wiki)
  • Providing support to COs in developing program strategies and approaches (when requested) that address issues of gender equality and/or GBV in emergencies
  • Supporting COs in developing appropriate systems and tools for monitoring the impacts of program activities on issues of gender equality and GBV in emergency programs
  • Providing technical assistance to assure effective integration of gender equality and GBV issues into proposals, program plans and budgets as well as EPPs wherever possible
  • Providing technical assistance to other sector specialists whenever possible to help integrate gender and GBV issues into sector work
  • Developing tools to monitor the impact of the crisis on gender dynamics
  • Conducting donor negotiations when and as necessary

Time between deployments will be spent on travel leave, finalizing deployment reports and supporting CARE Gender in Emergencies priorities including:

  • Support Emergency Preparedness Planning (EPP) workshops and reviews
  • Assist in staff capacity building, contingency planning and emergency preparedness planning by working with country office staff (both in country and remotely), reviewing preparedness levels and supporting contingency planning processes
  • Build capacity within CARE to effectively integrate a gender perspective and/or address GBV in emergency programs
  • Provide technical assistance to country offices and CARE members in developing GBV and gender equality related concept notes/proposals
  • Provide technical assistance to other sector specialists whenever possible to help integrate gender and GBV issues into sector work

Qualifications

Required

  • At least 5 years of gender or GBV related emergency programming experience with international NGOs or international organisations, of which a minimum of 3 years have been completed in the field
  • Demonstrated experience in mainstreaming gender equality and GBV in at least one of CARE’s key sectors (WASH, Shelter, SRH & Food Security)
  • Experience leading or feeding into policy and advocacy work at the national or international level with regards to gender or GBV programming in emergencies
  • Demonstrated knowledge and skills in mainstreaming gender in program design, management/implementation, monitoring and evaluation.
  • Demonstrated ability to manage workflows, balance competing priorities and work effectively in a small, diverse, remote and busy team environment.
  • Field experience in an emergency response context, preferably with an international NGO.
  • Experience in project development and monitoring (proposal writing, budget development, m & e systems, etc.)
  • Experience in program design, management, monitoring and evaluation, including application of SPHERE standards and integration of gender equality approaches; understanding of the Core Humanitarian Standard
  • Excellent capacity building, coaching and training skills, particularly in a partnership setting
  • Ability and willingness to undertake frequent travel; ability to deploy at short notice for up to 12 weeks to high and extreme risk locations
  • Experience and capacity to work in harsh conditions and insecure environments
  • Track record of high resilience under pressure and ability to support and motivate teams in these situations
  • High political acumen and excellent team building and interpersonal skills
  • A very good understanding of the humanitarian system, principles and key relief sectors  (e.g. strong knowledge of and demonstrated experience with IHL, the Red Cross Code of Conduct, SPHERE, IASC Gender guidelines and tools, HAP and understanding and experience of the cluster approach to coordination and response)
  • Capacity to work closely with communities affected by disaster, including familiarity with participatory assessment methods, with a focus on gender equality and ability to identify specific needs of men, women, boys and girls.
  • Excellent research, assessment, report writing, proposal development, and emergency strategy development skills.
  • Knowledge of monitoring and evaluation best practices and application in emergency settings.
  • Excellent written and spoken English is essential

Desired

  • A second key language (French, Arabic or Spanish) is highly desirable
  • Experience managing CARE emergency responses

Education & Training

Required

  •  Master’s degree in Gender, GBV, International Development or Humanitarian Assistance or in a related field, or equivalent combination of education and work experience.

  •  Specialised training in humanitarian/emergency response.
