REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR PROCUREMENT TECHNICAL ASSISTANT FOR THE FREETOWN WASH AND AQUATIC ENVIRONMENT REVAMPING PROJECT (WASHAERP)

Context :
- The Government of the Republic of Sierra Leone has received financing from the African Development Fund (ADF) toward the cost of the Freetown WASH and Aquatic Environment Revamping Project (WASHAERP) and intends to apply for additional financing from other sources, including the Organisation for Petroleum Exporting Fund for International Development (OFID), Kuwait Fund, Islamic Development Bank (ISDB), Saudi Fund, Green Climate Fund (GCF), Adaptation Fund (AF), ECOWAS Bank for Investment and Development (EBID) and the Netherlands Enterprise Agency toward co-financing of the project. It is further intended to apply part of the financing to eligible payments under the contract for a Procurement Technical Assistant (Procurement TA) to support the Executing Agency, Guma Valley Water Company (GVWC), and partner implementing agencies to effectively and efficiently implement project-related procurement services.
- Services include working as a member of a multidisciplinary team of technical specialists to provide procurement specialist expertise, including: (i) preparation and updating of project procurement plan in accordance with financing institution requirements; (ii) Coordinating relevant procurement inputs of various technical experts and performing all relevant procurement tasks for procurement of required services, goods and works in accordance with the project procurement arrangements and agreed rules and procedures; (iii) building procurement capacity of GVWC; (iv) establishment and maintenance of a procurement records management system and ensuring that all relevant records are properly compiled and secured to ease reference; (v) preparation of procurement-related reports, including bid evaluation reports. The Guma Valley Water Company will be responsible for the procurement of goods, works, and consultancy services including preparation of procurement plan, preparation of standard bidding documents, opening and evaluation of bids, contracting and management of contract executions. The assignment is to be performed in Freetown, Sierra Leone, and will require full time input over a period of at most 36 months renewable on annual basis subject to satisfactory performance.
- GVWC now invites eligible individual consultants to indicate their interest in providing this service. Interested consultants must provide information (detailed curriculum vita including bio-data, copies of academic and professional qualification certificates and contact details), indicating that they are qualified to perform the services. Key qualification requirements include (i) a Bachelor’s degree in Engineering or related field with a Post-graduate qualification/diploma in Procurement; (ii) at least 5 years of continuous post-qualification practical experience in procurement; (iii) demonstrable working experience in the procurement of consulting and non-consulting services, goods and works, including turnkey works contracts, including the preparation of procurement plans, bid/proposal evaluation reports and drafting of contracts; (iv) procurement experience on multilateral and bilateral donor financed infrastructure projects; experience with donors cited in para 1 above will be a clear advantage; (v) verifiable technical assistance experience for a multilateral donor funded project in Sub-Saharan Africa; (vi) fluency in English (listening, reading, writing, speaking) for effective communication.
