The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The Southern African Development Community (SADC) Regional Vulnerability Assessment and Analysis (RVAA) Programme’s mandate is to strengthen the capacity of the SADC Member States to undertake and utilize Vulnerability Assessments and Analysis (VAA) to inform policy formulation, development programmes and emergency interventions that lead to a reduction in food and nutrition insecurity and vulnerability in the region.

Essential elements of the VAA include meteorological and crop projections, household economic analysis, and food and nutrition security surveys. The analysis identifies the root causes of and provides a detailed profile of food-insecurity and vulnerability, as well as recommendations for short and long-term interventions.

The RVAA Programme provides technical support, coordinates, harmonizes VAA approaches of Member States and synthesizes national reports to produce a regional outlook of food and nutrition security and vulnerability.

The national and regional VAA reports inform key decision-making processes on investment in food and nutrition security and vulnerability in the SADC region.  The regional synthesis report is the major reference document for discussions on food and nutrition security at the annual SADC Heads of State and Government Summit and the SADC Council of Ministers meetings.

Rationale :

The RVAA Monitoring and Evaluation Framework identifies episode studies as the primary tool for documenting the use and influence of RVAA data and knowledge on policy and programming at a regional and national level.

The Programme plans to conduct three episode studies in three SADC Member States in 2019/20 implementation year. The documentation process will also generate some lessons that will inform the rollout of the activity by other NVACs.

The 2019/2020 episode studies will highlight how the VAA system is influencing the development and implementation of social protection policies and programmes in three targeted countries.

The RVAA Programme is seeking for services of a Videographer to film and produce video products on how the VAA information has influenced the development and implementation of  social protection programmes in three countries.

Under the overall supervision of the SADC Secretariat’s Communication and Public Relations Unit in close coordination with the Technical Services Manager and direct supervision by RVAA Communication and Advocacy Officer and Monitoring and Evaluation Consultant, the incumbent will:

• Prepare a storyboard of the short documentary incorporating changes proposed from the technical team ;
• Shoot videos and film interviews using a variety of focal lengths throughout the assignment to provide close-up, medium range, establishing shots, panoramic views and will seek out opportunities for using available light in technically creative ways ;
• Review the videos and select the best ones for the documentaries and clips ;
• Prepare short scripts capturing the essence of the social protection programmes and their impact on the lives of the beneficiaries. Incorporate changes to scripts as required ;
• Oversee the postproduction phase of the video ensuring that, narration, voice-overs, graphics effects, color correction, music, and subtitles are all used appropriately ;
• Make available to SADC RVAA Programme all footage produced for final selection ;
•  Provide all original high-resolution footage on a hard drive (not compressed or converted).

Note : All footage shot during the mission remains the exclusive property of SADC RVAA Programme. Graphics, music and sound effects should be copyright free.

Travel and logistics :

The RVAA Programme through WFP will organize travel to the field and make appointments with stakeholders to be filmed/interviewed. WFP will provide transport and per Diem for a Videographer.

Expected outputs :

The Videographer should submit to the SADC RVAA Programme :

• One High Definition 6-minute video documentary (HD422: 1920×1080/50i 50 Mb/s / HD: 1920×1080/50i, 35 Mb/s) focussing on how the VAA system is influencing the design and implementation of social protection policies and programmes in the SADC region;
• Three High Definition 5-6-minute video documentaries (HD422: 1920×1080/50i 50 Mb/s / HD: 1920×1080/50i, 35 Mb/s) focusing on how the VAA system is influencing the design and implementation of social protection policies and programmes in each of the three targeted countries (One per country);
• One High Definition 6-minute training video documentary (HD422: 1920×1080/50i 50 Mb/s / HD: 1920×1080/50i, 35 Mb/s) explaining the process of developing episode studies;
• Three High Definition 30 – 45 seconds social media video clips (HD422: 1920×1080/50i 50 Mb/s / HD: 1920×1080/50i, 35 Mb/s) of beneficiaries and government official talking about the value of VAA in social protection programming;

Note : All the above products should be produced in triplicate with subtitles in English, French & Portuguese.

The Contract will be for 45 days (When Actually Employed) between July and September 2019 as detailed below:

Daily Rate: BWP 1,363.01
