Context :

  1. The Government of Rwanda has received financing from the African Development Bank in the form of a loan towards the cost of Rwanda Sustainable Water Supply and Sanitation Program. The Water and Sanitation Corporation (“WASAC Ltd”), an executing agency, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Tender Document is issued.
  2. WASAC Ltd now invites eligible bidders to submit sealed Bids for the procurement of the Supply of Four (4) Garbage Compactor Trucks and Four (4) Faecal Suction Trucks following International Competitive Bidding (ICB) procurement method, which is divided into 2 LOTS:
  • Lot 1: Supply of Four (4) Garbage Compactor Trucks ;
  • Lot 2: Supply of Four (4) Faecal Suction Trucks
  1. Interested eligible bidders may obtain further information on the Bidding Documents at WASAC Head Office (address below) during office hours 07:00am to 05:00pm local time (5:00am-03:00pm GMT) from:

  1. A complete set of Bidding Documents in English may be obtained by interested bidders from WASAC Ltd Head Office at Procurement Office, 4th Floor, from 12th / 06 / 2019 during working hours, upon payment of a non-refundable fee of Ten Thousand Rwandan Francs only (10,000RWF ) or in any freely convertible currency deposited to the account N° 0040-0658579-18 of WASAC opened at Bank of Kigali ;
  2. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: “Procurement of Goods” ;
  3. Well typed bids, suitably bound in 4 copies, including 1 (one) original and 3 (three) copies, clearly marked, “Supply of Four (4) Garbage Compactor Trucks and Four (4) Faecal Suction Trucks – LOT No…..” must be submitted at WASAC Head Office at the above-mentioned address not later than 26th / 07 / 2019 at 10:30 a.m. local time (08:30 a.m. GMT) and must be accompanied by a Bid Security (per lot) in the form of a reputable Bank Guarantee of an amount and currency indicated below or its equivalent amount in a freely convertible currency:
  • Lot 1: Four Million, One Hundred Thousand Rwandan Francs only (4,100,000 RWF) ;
  • Lot 2: Eight Million, Six Hundred Thousand Rwandan Francs only (8,600,000 RWF) Each lot must be submitted separately.
  1. Bids will be opened in the presence of bidders’ representatives who choose to attend on 26th/07/2019 at 11:00 a.m. local time (09:00 a.m. GMT) at WASAC Head Office, 4th Floor Centenary House. Bids shall remain valid for 120 days after the Deadline for Bid Submission.
