Request for expressions of interest for Individual Consultants ACCF/ GEF GRAPHIC DESIGN  – Abidjan, Cote d’Ivoire

 

 

Context:

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: ACCF/ GEF GRAPHIC DESIGN consultant (part time) ;
  2. The services to be provided under the Assignment are described in the below terms of reference ;
  3. The Africa Climate Change Fund (ACCF) and the Global Environment Facility (GEF), hosted in the Climate Change and Green Growth Department, invite Individual Consultants to indicate their interest in providing the below-described services. Interested Consultants shall submit the following: i) a brief (not more than two pages) CV describing their qualifications and experience (CV must include full name, date of birth, nationality, language proficiency, education and employment history, and the names of 2 referees); ii) a brief (one page) motivation letter outlining their motivation and ability to undertake this Assignment; and iii) two samples of recent graphic design work ;
  4. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the Selection of Corporate Consultants (selection based on consultants’ qualifications method). Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  5. The estimated duration of services is 80 days spread over 8 months and the estimated starting date is June 2019 ;

  1. Establishment of a shortlist: A shortlist of three to six individual consultants will be established at the end the request for expressions of interest, and consultants ranked according to their experience, qualifications and quality of their applications. The top ranked applicant will be invited to submit a proposal.

Terms of Reference for Consultancy Services

ACCF/ GEF GRAPHIC DESIGN consultant

Background :

The African Development Bank (AfDB) wishes to recruit a consultant under the Africa Climate Change Fund (ACCF) and the Global Environment Facility (GEF) for communications, website management and graphic design.

The ACCF :

The ACCF is a trust fund managed by the AfDB with funding contributions from Germany, Italy and Flanders which provides small grants to African governments, research institutions, regional institutions and NGOs, as well as Bank departments, to support African countries to scale up their access to climate finance and advance low-carbon, climate resilient development in line with their nationally determined contributions (NDCs).

The ACCF has eight projects in various stages of execution in its current portfolio, the first of which are at or nearing completion of activities. It also has over 25 further projects in the pipeline following a recent call for proposals, which are currently undergoing appraisal and expected to be approved within the next 6 months. The pipeline of projects exceeds the amount of funding currently available and the ACCF is actively engaging with existing and new donors to scale up its resources. The ACCF further provides targeted capacity building on climate change and climate finance topics to relevant stakeholders at both the national and regional levels.

As the ACCF’s portfolio matures and grows, and as it seeks new donor contributions, it is becoming increasingly important to strengthen the Fund’s communications. A communications strategy was approved in 2018 which emphasises a range of visual, written, web-based and interactive communications channels to reach intended stakeholders (donor, beneficiaries, partners, and Bank colleagues) through an approach which is accessible, passionate, credible, and result oriented.

The Global Environment Facility :

The African Development Bank (AfDB) is one of the implementing Agencies for the Global Environment Facility (GEF). The GEF brings together 179 member governments, in partnership with international institutions, nongovernmental organizations, and the private sector, to address global environmental issues. It is an independent financial organization that provides grants to developing countries and countries with economies in transition for projects related to biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants. These projects benefit the global environment, linking local, national, and global environmental challenges and promoting sustainable

livelihoods. The GEF is also the designated financial mechanism for a number of multilateral environmental agreements (MEAs) or conventions on biodiversity, desertification and climate change; as such the GEF assists countries in meeting their obligations under the conventions that they have signed and ratified. GEF projects are co-financed with the partnership agencies and thus effectively promote the mainstreaming of environmental issues within the baseline projects traditionally financed by these agencies.

 

Duties :

The part-time ACCF/GEF graphic design consultant will support the ACCF and the GEF to strengthen their online and offline visual identities and develop compelling graphics and communications materials to demonstrate the work and impact of the two funds.

The Graphic Design Consultant will be responsible for the following:

  • Layout and design of various documents including annual reports, brochures, newsletters, fact sheets, case studies, posters, roll ups, and others, including printing if required ;
  • Ensuring a compelling and consistent visual identify across all ACCF and GEF products and on its website ;
  • Supporting the design of slide decks, presentations and interactive presentations/ animations ;
  • Developing graphics including charts, diagrams, graphs, images, cartoons, etc to showcase ACCF and GEF activities ;
  • Develop an archive of visual material for the ACCF and GEF including photos, presentations, infographics, videos, etc. ;
  • Improve the design, visual identity and infographic content of the ACCF and GEF web pages ;
  • Produce photographic, video and other communications materials for and during occasional ACCF and GEF events ;
  • Any other tasks related to ACCF and GEF communications and graphic design that may be required from time to time.

 

Selection criteria :

The Consultant should have the following qualifications/ experience :

  • Master’s degree in graphic design, communications or similar or equivalent work experience ;
  • ~5 years’ experience in graphic design, layout and communications, ideally in the context of climate change and/or sustainable development ;
  • Basic understanding of the issues that the ACCF and the GEF work on would be a strong advantage;
  • Experience in the design of publications, communications materials and website ;
  • Mastery of digital creation software, graphics, design, photo editing (Adobe Creative Suite) ;
  • Strong inter-personal skills and commitment to work in a team-oriented, multi-cultural environment;
  • Strong organisational and time management skills and attention to detail;
  • Constructive, problem solving attitude, innovative and creative thinker with the ability to propose and test new ideas to enhance the Fund’s visibility ;
  • Flexibility to adjust working schedule to the needs of the Fund and to deliver high quality outputs under time pressure ;
  • Fluency in English or French, with working proficiency in the other language (verbal and written).

 

Deliverables and reporting :

The consultant is expected to produce the following deliverables:

  • Layout and design of ACCF’s and GEF’s annual report, including infographics and photos, including printing if necessary ;
  • Layout and design of ACCF’s and GEF’s brochure, fact sheets, project briefs, posters/pull-ups etc, including printing if necessary ;
  • Improved ACCF and GEF website design and infographic content ;
  • ACCF and GEF master slide deck including infographics ;
  • Folder of communication materials on Collaboration ;
  • Photos and videos of selected events.

The consultant’s performance will be evaluated based on the following criteria:

  • Professional competence ;
  • Timely delivery of results ;
  • Quality of work produced ;
  • Reliability ;
  • Organizational and communication skills.

The Graphic Design Consultant will report to the ACCF and the GEF Coordinators, who are under the supervision of the Manager, Climate Finance Division.

Duration, location and remuneration :

This is a part time assignment requiring 80 working days over a period of 9 months. The consultant will ideally be based in Abidjan, Cote d’Ivoire. A remote-based assignment may be considered if a suitable candidate cannot be identified locally. Occasional travel may be required. The work will start in June 2019. Remuneration will be based on the Bank’s guidelines.

Confidentiality :

Any information provided by AfDB, project proponents or executing entities, or by any other source concerning any AfDB project or activity or the bidding and appointment of the Consultant will be considered confidential and proprietary in nature, and should not (except as required by law) be disclosed by the Consultant to any third party.
