Organizational context :

This position will be based at the Regional Bureau of Dakar and will report directly to the Regional Monitoring and Evaluation Advisor and under the general supervision of the Senior Regional Programme Advisor. The Job holder will be part of a team where senior support is readily available and may supervise a small number of junior staff at the regional bureau and country offices to ensure that activities and project objectives are achieved in full.

Job purpose :

Support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.

Key accountabilities:

1. Provide technical guidance on design and implementation of monitoring, evaluation, accountability and learning systems for new and ongoing country strategic plans, multi-country programmes and activities on macro and micro levels in line with the revised corporate results framework (CRF) and regional M&E strategy ;
   2. Support implementation of the regional M&E strategy and work plans with the overall aim of strengthening the capacity of country offices towards effective monitoring and learning to facilitate strategic and programme and decision-making ;
2. Provide technical guidance on development and tracking of logical frameworks, project (needs-based) plans monitoring and evaluation plans, and M&E budgets ;
3. Work in close collaboration with internal counterparts and external partners to strengthen data quality in terms of timeliness, accuracy, integrity, reliability and consistency to ensure credibility of performance monitoring evidence ;
4. Support planning and implementation of monitoring and evaluation activities including planning, information collection, collation, cleaning, analysis, triangulation, reporting and data use to ensure operational effectiveness of all food, CBT and capacity strengthening activities ;
5. Support country offices information management capacity, including through the implementation of regional M&E tools (ONA) and other corporate tools (COMET, SPRiNG and MDCA);
6. Support COs to set up process monitoring dashboards using business intelligence/data visualisation tools such as Tableau ;
7. Aggregate indicators at regional level and produce routine and periodic monitoring and evaluation progress reports with status of results and implementation of improvements using business intelligence/data visualisation tools such as Tableau ;
8. Support Country Offices with the processing, analysis and reporting of M&E data for management and programme decision-making (including the preparation of case studies to demonstrate concepts and results) ;
9. Support the realignment of existing M&E systems to the revised 2017-2021 Corporate Results Framework – including remote and on-site training on indicators, methods and development of M&E tools for outcome, output and process monitoring in line with M&E SOPs and Minimum Monitoring Requirement;
10.  In close collaboration with the RB Units, conduct technical review of Standard Project Reports (SPRs)/Annual Country Reports (ACRs) and consolidate outcome indicators at regional level for the Annual Performance Report ;
11. Conduct capacity building exercises including capacity assessments, capacity development planning, remote and on-site training, tracking of staffing capacity and general technical support to country office monitoring and evaluation units ;
12. Contribute to the analysis of outcome-level data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate result-oriented programming ;
13. Support COs with the design and implementation of Monitoring activities in the context of resilience scale up including baseline, post-distribution monitoring and other follow-surveys,
    etc. ;
14. Support coordination of M&E activities for resilience scale-up interventions in close collaboration with all the G5 Sahel COs ;
15. Support the design and harmonization of monitoring and review plan, outcome, output and process monitoring indicators, data collection method and tools tailored to resilience
    interventions ;
16. Contribute to the technical discussions on resilience measurement and ensure data collected through WFP’s monitoring system to match impact evaluation standards ;
17. Support the design of new and optimization of existing complaints and feedback mechanisms in country offices and ensure triangulation of findings with other monitoring findings towards
    efficiency in information flow, reporting and use ;
18. Act as focal point for corporate and in-house ICT-based innovative solutions for M&E and other programme challenges ;
19. Represent the RB M&E team in internal and external meetings, technical sessions and communities of practice as delegated.
20. Any other duty assigned by the supervisor that are within the scope of monitoring and evaluation.

Desired experiences for entry into the role:

• Familiarization with Sahel context, its main challenges and have work experience in the G5 Sahel countries (Burkina Faso, Mauritania, Mali, Niger and Chad) ;
• Advanced knowledge of the IT tools used in M&E for data collection, processing, analysis and visualisation such as ODK, MDCA, SPSS, Stata, QGIS, TABLEAU ;
• Cultivated sustainable relationships with the country offices, government, UN and NGO partners.
• Research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modelling needs ;
• Performed monitoring, evaluations and assessments at multiple field locations.

Standard minimum academic qualifications :

Education:

• Advanced University degree in Statistician, Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First ;
• University degree with additional years of relevant work experience and/or training/courses.

Language:

National Professional: Fluency (level C) in French and English language.
