Description :

  1. This invitation for bids follows the General Procurement Notice (GPN) for this project that appeared in United Nations Development Business online (UNDB Online) of 8th February 2017 and on the African Development Bank’s Website (afdb.org)
  1. The Government of Malawi has received a loan from the African Development Fund (ADF) in various currencies towards the cost of the Agricultural Infrastructure and Youth in Agribusiness Project (AIYAP), which is being implemented by Department of Irrigation Services under Ministry of Agriculture, Irrigation and Water Development. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for construction of Dwambazi Irrigation Scheme in Nkhotakota District in the Central Region of Malawi.
  2. The Ministry of Agriculture, Irrigation and Water Development through Agricultural Infrastructure and Youth in Agribusiness Project (AIYAP) now invites sealed bids from qualified eligible bidders for the construction of Head Work and Irrigation System, which are located in Nkhotakota District, Central Region of Malawi.

Head Work is comprised of Intake weir structure (L=90 m; H=2 m) and Conveyor pipeline (L=6.3 km,D=700 mm; L=3.9 km, D=550 mm, ; L=1.2 km, D=550 mm), and Irrigation System is comprised of Main canal (Pipeline, L=1.2 km), Secondary canal (Pipeline, L=12.9 km) and Tertiary canal (Pipeline, L=22.9 km).

Bidding will be conducted in accordance with International Competitive Bidding (ICB) Procedures contained in the Bank’s Rules and Procedure for Procurement of Goods and Works.

  1. Interested eligible bidders may inspect the bidding documents at Procurement Unit at the address given below under paragraph 10 from 09:00 am to 12:00 noon and from 1:30 pm to 4:30 pm from Monday to Friday except on weekends and public holidays from 20th May 2019.
  1. A complete set of Bidding Documents in English Language may be purchased by interested bidders from the address given at paragraph 10 upon payment of non-refundable fees of fifty (50) United States Dollars or Malawi Kwacha equivalent of Thirty Seven Thousand(MK37,000).The method of payment is cash or bank Certified Cheque.
  2. The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Works, Smaller Contracts.
  3. Bids must be delivered to the address below under paragraph 11 and must be deposited in a Tender Box marked “Construction of Dwambazi Irrigation Scheme -PU-021/01/AIYAP/WRKS/DIS/21-2019” at or before 10:00 hours local time on or before Wednesday 10th July 2019 and must be in a completely sealed outer envelope marked outside “ Tender Document for Construction of Dwambazi Irrigation Scheme”.Late bids will be rejected
  4. Bids shall be valid for a period of 121 days from the date of bid opening and must be accompanied by a Bid Security of US Dollars 50,000 (Fifty Thousand United States Dollars only) or its equivalent in any freely convertible currency raised from a reputable banking institution.
  5. Bids will be publicly opened on Wednesday 10th July, 2019 at 10:00 hours local time in the presence of bidders and or bidders’ Representatives who choose to attend at the physical address given under paragraph 12 below.
